5/16/20180 HISTORIC PRESERVATION COMMISSION

Minutes note: Ms. Carlen Hatala said this nomination was presented in response to an application for demolition. This area was once the westward city limits in 1901 and street improvements were made once the city expanded westward. From the beginning, the 3 lots on Layton Blvd. were larger, so institutional buildings were expected on those sites. The St. Lawrence church was on the two adjacent lots and a drugstore was built in 1892 or 1893 on that third lot, which is the lot the Commission is reviewing. The building was constructed in 1896 and this corner was a very prominent one in the neighborhood. A school was built in 1911 between St. Lawrence church and the pharmacy. The pharmacy was in business until 1969 or 1970. In 1931, the building was remodeled with a brick veneer with beautiful and expensive details. Prior to 1931, the building was a Queen Anne, but the current style is Mediterranean Revival with extensive details. In 1949, a 2nd story porch was remodeled. The building had been attached to the next-door building, which has since been demolished, so that side is just white patching. As you head west, there are just surface parking lots. Staff recommends temporary historic designation be granted based on e-5, based upon its many architectural details and e-9, based upon its presence at two prominent intersections. Mr. Jarosz moved to open a public hearing. There were no objections. Patrick Landry - 3322 N. 38th St. - president of Notre Dame elementary school - they are injecting $5 million into the neighborhood and the school is trying to add a middle school, which necessitates more space for both a building and play space. The inside of the building is in disarray and disrepair. A historical landmark would be placed on this block. There are gunshots and homeless around this building. John Sterr - nominator - 1315 S. 30th St. - he resides 3 blocks away - it's only one of three historic commercial properties along Layton Blvd. and is in excellent condition. He's concerned if this building is demolished it could threaten the area's historic designation. Mr. Jarosz moved to close the public hearing. There were no objections. The school administration was apparently unaware of any historic designation on the building. The Rock building, per Ms. Hatala, may have been demolished in 1976.
