Resolution approving the No Smoking Policy and a Lease Addendum

Body
WHEREAS, on December 5, 2016, the U.S. Department of Housing and Urban Development (HUD) adopted regulations that require all public housing authorities to implement a smoke-free housing policy prior to July 31, 2018; and
WHEREAS, the purpose of the policy is to provide safe and healthy living quarters for all residents, staff and visitors, by reducing the health impacts of second-hand smoke and the increased risk of fire from smoking; and
WHEREAS, the Housing Authority staff have been discussing the new regulation with residents for the past two years, and have partnered with the Milwaukee Tobacco Coalition, the American Lung Association, and others to promote smoking cessation programs for those residents interested in reducing or quitting smoking; and
WHEREAS, the Housing Authority staff have drafted a proposed Smoke-Free Housing Policy and Lease Addendum and have submitted the draft to residents and the public for public comments; therefore be it
RESOLVED, by the Commissioners of the Housing Authority of the City of Milwaukee that the proposed Smoke-Free Housing Policy and Smoke-Free Housing Lease Addendum be approved with an effective date of July 1, 2018; and, be it
FURTHER RESOLVED, that the Secretary-Executive Director authorize the appropriate staff to take action necessary to implement this policy.
