This substitute resolution transfers $20,000 in funds from 2017 and 2018 Capital Improvements-Advance Planning Fund accounts into a subaccount for Riverwalk design standards for the Menomonee Valley.
Body
Whereas, On June 2, 2015, the Common Council of the City of Milwaukee (“Common Council”) approved File No. 150029 that adopted the Menomonee Valley Area Comprehensive Plan Update (“MVP 2.0”) as an element of the City of Milwaukee Comprehensive Plan; and
Whereas, On July 11, 2017, the Common Council approved File No. 170044 that established general design standards for the Menomonee Valley Riverwalk Site Plan Review Overlay Zone as recommended as a “catalytic project” in MVP 2.0; and
Whereas, The City of Milwaukee (“City”), Department of City Development (“DCD”), partnered with the Menomonee Valley Partners (“MVP”) to engage the University of Wisconsin-Milwaukee’s Community Design Solutions (“CDS”) to undertake a design charrette to refine ideas for specific vacant or underutilized sites in the Menomonee Valley, including concepts for a future Valley Riverwalk; and
Whereas, Building off of the ideas generated during the Valley design charrette and the recommendations of MVP 2.0, the MVP wishes to hire a consultant to create more detailed Riverwalk design standards and concepts unique to the Menomonee Valley to replace the current general design standards for the existing Menomonee Valley Riverwalk Overlay District; and
Whereas, The City attempts to provide a financial match to the participating local organization or Business Improvement District to carry out planning, market analysis and design projects to advance the recommendations of the Comprehensive Plan; and
Whereas, The current unencumbered balances in two Capital Improvements-Advance Planning Fund accounts cannot be expended unless the funds are transferred to a specific subaccount; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is directed to transfer the amounts of $12,406 from the Capital Improvements-Advance Planning Fund Account No. UR01217000A and $7,594 from the Capital Improvements-Advance Planning Fund Account No. UR01218000A to be allocated to the Menomonee Valley Riverwalk Design Standards Subaccount No. UR01280147 to be used by DCD for consulting costs in the amount of $20,000; and, be it
Further Resolved, That DCD is directed to enter into such contracts and agreements, as necessary, including a cooperation agreement with MVP to develop Menomonee Valley Riverwalk design standards.
