Analysis

This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held.  The resolution authorizes the levying of special assessments and directs the installation and construction of said public improvements.  The City cost of these projects approved by this resolution is estimated to be $375,300.  The total estimated cost of these projects is $401,100.

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions, determining it necessary and in the public interest to construct and levy special assessments for the following improvements:

 

4th Aldermanic District

 

N. 28th St. - W. St. Paul Ave. to W. Clybourn St. (ST211180176)  Install traffic calming speed hump(s).  (Assessable Reconstruction Paving Fund -- $5,000; Nonassessable Reconstruction Paving Fund -- $2,300). The total estimated cost for this project including the requested amount is $7,300.  This project is anticipated to be completed during the 2018 construction season. 

 

N. 30th St -- W. Clybourn St. to W. Michigan St.  (ST211180178) Install traffic calming speed hump(s). (Assessable Reconstruction Paving Fund - 4,700; Nonassessable Reconstruction Paving Fund -- $2,000). The total estimated cost for this project including the requested amount is $6,700.  This project is anticipated to be completed during the 2018 construction season.

 

N. 31st St. - W. Clybourn St. to W. Michigan St. (ST211180179) Install traffic calming speed hump(s).  (Assessable Reconstruction Paving Fund -- $5,500; Nonassessable Reconstruction Paving Fund -- $2,000). The total estimated cost for this project including the requested amount is $7,500.  This project is anticipated to be completed during the 2018 construction season.

Hopkins St., N. 23rd St., and N. 24th St. (ST212160101)  File Number 140973: Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities as necessary.  (Assessable Alley Paving Fund -- $60,000; Nonassessable Alley Paving Fund -- $80,000).  The total estimated cost for this project including the requested amount is $150,000.  This project is anticipated to be completed during the 2018 construction season.

 

N. Elmhurst Rd. - W. Capitol Dr. to N. 39th St. (ST211180164) Install traffic calming speed hump(s).  (Assessable Reconstruction Paving Fund -- $12,700; Nonassessable Reconstruction Paving Fund -- $2,000). The total estimated cost for this project including the requested amount is $14,700.  This project is anticipated to be completed during the 2018 construction season.

 

 N. 33rd St. - W. Auer Ave. to a point north of W. Auer Ave. (ST211180142) Install traffic calming speed hump(s).  (Assessable Reconstruction Paving Fund -- $7,800; Nonassessable Reconstruction Paving Fund -- $2,000). The total estimated cost for this project including the requested amount is $9,800.  This project is anticipated to be completed during the 2018 construction season.

 

11th Aldermanic District

 

Alley between W. Anthony Dr., W. Forest Home Ave., W. Ohio Ave., W. Oklahoma Ave., S. 43rd St., S. 44th St., and city limits  (ST212070113) File Number 060029: Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities as necessary. (Assessable Alley Paving Fund -- $33,000; Nonassessable Alley Paving Fund -- $55,000).  The total estimated cost for this project including the requested amount is $100,000.  This project is anticipated to be completed during the 2018 construction season.

 

W. Wilbur Ave.-S. 51st St. to S. 54th St. (sponsored by the City of Greenfield) (ST211180119)  Asphalt pavement reconstruction,place curb and gutter, sidewalk and driveway approaches where necessary, sodding (10’-foot width of tree border area) and grading.  (Assessable Reconstruction Paving Fund -- $2,000; Nonassessable Reconstruction Paving Fund -- $60,000).  The total estimated cost for this project including the requested amount is $62,000.  This project is anticipated to be completed during the 2018 construction season.

 

S. 53rd St.-A point south of W. Wilbur Ave. to W. Wilbur Ave.  (ST211170102) (sponsored  by the City of Greenfield). Asphalt pavement reconstruction,, place curb and gutter, sidewalk and driveway approaches where necessary, sodding (10’-foot width of tree border area) and grading.  (Assessable Reconstruction Paving Fund -- $1,000; Nonassessable Reconstruction Paving Fund -- $70,000).  The total estimated cost for this project including the requested amount is $71,000.  This project is anticipated to be completed during the 2018 construction season.

 

12th Aldermanic District                     

 

Alley between W. Hayes Ave., W. Lincoln Ave., S. 8th St., and S. 9th St. (ST212160108)  File Number 141118: Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities as necessary.  (Assessable Alley Paving Fund -- $43,000; Nonassessable Alley Paving Fund -- $85,000). The total estimated cost for this project including the requested amount is $140,000.  This project is anticipated to be completed during the 2018 construction season.

 

W. Rogers St. - S. 18th St. to S. 19th St.  (ST211180175) Install traffic calming speed hump(s).  (Assessable Reconstruction Paving Fund -- $4,000; Nonassessable Reconstruction Paving Fund -- $2,600). The total estimated cost for this project including the requested amount is $6,600.  This project is anticipated to be completed during the 2018 construction season.

Whereas, The report of the Commissioner of Public Works has been filed with the City Clerk; and

 

Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works’ Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it

 

Further Resolved, That said Commissioner of Public Works is authorized and directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it

 

Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That projects: N. 28th St. (ST211180176); N. 30th St. (ST211180178); N. 31st St.(ST211180179); W. Auer Ave. (ST212160101); N. Elmhurst Rd.(ST2111180164); N. 33rd St. (ST211180142); W. Anthony Dr.(ST212070113; W. Wilbur Ave. (ST211180119); S. 53rd St.(ST211170102); W. Hayes Ave. (ST212160108); W. Rogers St.(ST211180175) will be billed after January 1, 2020, but not before 12 months after the project contract has been completed; and, be it

 

Further Resolved, That the following projects be deleted from the 2018 Paving Program:  W. Mt. Vernon Ave.  (ST211180177); Alley between W. Arthur Ave.  (ST21210127);

S. 32nd St.  (ST211180146); and N. 51st St. (ST211180160)
