Title
Substitute resolution authorizing the Department of Employee Relations to issue a request for proposals for a Long Term Disability Insurance Benefits provider.

Analysis
This resolution authorizes the Department of Employee Benefits to issue a request for proposals for a Long Term Disability (LTD) Insurance Benefits provider. Following the request-for-proposals process, the Department of Employee Relations shall provide the Finance and Personnel Committee with a recommendation on the best choice for a LTD provider.

Body
Whereas, The City of Milwaukee currently provides Long Term Disability Insurance to certain City employees with a city paid basic plan with an 180 day waiting period and options to shorten the waiting period to 60, 90 or 120 days; and

Whereas, The City of Milwaukee currently has over 3,400 employees covered under this benefit; and

Whereas, The City of Milwaukee contracts with Lincoln National Insurance Company for the LTD benefit and the original three year contract began January 1, 2014; and

Whereas, Common Council File Number 151562 approved a two year contract extension with Lincoln National Insurance Company that will expire December 31, 2018; and

Whereas, It is in the City’s best interest to conduct a request-for-proposals process to obtain the best services and rates for a new LTD benefits provider commencing January 1, 2019; and

Whereas, The Department of Employee Relations will retain the services of Willis Towers Watson, the City’s benefits consultant, to lead the request-for-proposals process; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee that the Department of Employee Relations is authorized to issue a request for proposals for a Long Term Disability Insurance Benefits provider; and, be it
