Resolution endorsing an urban garden initiative by authorizing three-year garden leases for City-owned vacant lots to Milwaukee Urban Gardens, Inc.
Analysis
This resolution authorizes three-year garden leases for City-owned Neighborhood Property according to conditions outlined in a Land Disposition Report.
Body
Whereas, Milwaukee Urban Gardens, Inc. (“MUG”), a community based organization, has been maintaining neighborhood gardens and promoting urban agriculture across the City of Milwaukee (“City”) since the year 2000; and

Whereas, MUG desires to expand its city-wide garden initiative by executing master leases for various City-owned vacant lots that it will sublease to neighborhood garden groups; and

Whereas, MUG has proposed a pilot program using five City-owned vacant lots as summarized in a Land Disposition Report, a copy of which is attached to this Common Council File; and

Whereas, Three-year garden leases of these lots will allow MUG to foster neighborhood gardening groups, determine the viability of neighborhood gardening groups, establish neighborhood gardens and assume maintenance of the lots across the City; and

Whereas, The Department of City Development (“DCD”) has reviewed MUG’s garden lease proposal and has determined that the proposal benefits the City and its residents by activating vacant lots with educational programs and healthy food production; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of DCD, or designee, is authorized to execute three-year garden leases with Milwaukee Urban Gardens, Inc., for the lots listed in the Land Disposition Report; and, be it

Further Resolved, That to accommodate future expansion of this urban garden initiative, the Commissioner of DCD, after notice to the local alderperson, may execute additional garden leases with MUG without further approval; and, be it
