Title
Substitute resolution approving the boundaries for the Port of Milwaukee Redevelopment Project Area, declaring the Project Area blighted and in need of blight elimination, slum clearance and an urban renewal project, and directing the Redevelopment Authority of the City of Milwaukee to prepare a Redevelopment Plan for the Project Area, in the 12th and 14th Aldermanic Districts.
Analysis
Adoption of this substitute resolution by at least a two-thirds vote of the Common Council will approve the proposed boundaries for the Port of Milwaukee Redevelopment Project Area, declare the Project Area blighted and in need of blight elimination, slum clearance and an urban renewal project within the meaning of Section 66.1333(2m), Wisconsin Statutes, and will direct the Redevelopment Authority to develop and establish a Redevelopment Plan for the Project Area.

Whereas, Preliminary analysis by the Department of City Development (“DCD”) indicated the existence of physical and economic blight that cannot be eliminated through the normal exercise of the regular powers of the City of Milwaukee (“City”) in the area located generally to the east of South First Street and South Kinnickinnic Avenue, North of East Bay Street and East Russell Avenue, West of Lake Michigan and South of East National Avenue and South Water Street; and
Whereas, As a first step in the exercise of the statutory powers granted to the Redevelopment Authority of the City of Milwaukee (“Authority”) for acquisition, disposition, repair and rehabilitation of real property in a project area, Section 66.1333(6)(b)1., Wisconsin Statutes, requires that the Authority designate the boundaries of a proposed redevelopment project area and submit such boundaries to the Common Council for approval and for a declaration that such area is blighted and in need of blight elimination, slum clearance and...
