Resolution authorizing the Commissioner of Public Works to execute a project agreement titled “State/Municipal Agreement for a Highway Improvement Project” with the Wisconsin Department of Transportation for the funding of the preliminary engineering for the programming and construction of South 13th Street from West Cleveland Avenue to West Windlake Avenue and of East/West North Avenue from North Dr. Martin Luther King, Jr. Drive to North Booth Street with 80% Federal/State aid under the State Transportation Program, the estimated total preliminary engineering cost for the projects is $633,200, of which the City share is $126,640 and the grantor share is $506,560.
Analysis
This resolution authorizes the Commissioner of Public Works to execute a project agreement with the Wisconsin Department of Transportation (WISDOT) for funding the preliminary engineering for the programming and construction of South 13th Street from West Cleveland Avenue to West Windlake Avenue and of East/West North Avenue from North Dr. Martin Luther King, Jr. Drive to North Booth Street with 80% Federal/State aid under the State Transportation Program. This resolution also directs the City Comptroller to transfer funds and establish project/grant chartfield values for the preliminary engineering for this project. The estimated total cost for these projects is $4,209,700 of which the City share is $841,940 and the grantor share is $3,367,760. The estimated total preliminary engineering cost for these projects is $633,200, of which the City share is $126,640 and the grantor share is $506,560. Construction for this project is proposed for 2012 and construction funding will be included in future resolutions.

Whereas, Preliminary approval has been received from the Wisconsin Department of Transportation (WISDOT) along with these agreements to be executed by the City of Milwaukee for the programming and construction of South 13th Street from West Cleveland Avenue to West Windlake Avenue and of East/West North Avenue from North Dr. Martin Luther King, Jr. Drive to North Booth Street with 80% Federal/State aid; and
Whereas, This paving is included in the Department of Public Works 6 year Paving Program; and
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee of any such cost overruns and/or changes in scope approved by the Department of Public Works; and
Whereas, These projects are programmed for construction starting in 2012 if federal/state aid is obtained; and
Whereas, Funding for the construction phase of these projects will be included in future resolutions; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute the project agreement for the funding of the preliminary engineering for the programming and construction of South 13th Street from West Cleveland Avenue to West Windlake Avenue and of East/West North Avenue from North Dr. Martin Luther King, Jr. Drive to North Booth Street with 80% Federal/State aid under the State Transportation Program, copies of which are attached to Common Council Resolution File Number 081512, and are incorporated by reference as though set forth in full; and, be it
Further Resolved, That the Commissioner of Public Works is hereby authorized to undertake, or to engage a consultant to undertake, preliminary engineering for the rehabilitation of the roadways and to reimburse the WISDOT for preliminary engineering costs they incur for the improvement; and, be it
Further Resolved, That the Commissioner of Public Works is hereby authorized to install the traffic control facilities necessary in conjunction with the aforementioned project following the execution of the traffic control agreement, the cost of which will be included in future resolutions; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield values for preliminary engineering for the project and transfer the amount required under the agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amount for the grantor’s share and local share or $5,000, whichever is greater, as follows:
