Substitute resolution appointing Dr. Patricia McManus interim Commissioner of Health.
Analysis
This resolution appoints Dr. Patricia McManus interim Commissioner of Health. This appointment shall remain in effect until such time as a candidate for the position of Commissioner of Health who is appointed by the Mayor and confirmed by the Common Council takes the oath of office.
Body
Whereas, It is critical that the City of Milwaukee have a Commissioner of Health to protect and preserve the public health; and
Whereas, Essential duties of the Commissioner of Health include preventing the spread of communicable diseases, removing conditions detrimental to the health of the community, enforcing City and State health laws, and overseeing and managing a staff of over 250 employees dedicated to performing these functions; and
Whereas, The position of Commissioner of Health has been vacant since the resignation of Bevan Baker from this position on January 11, 2018; and
Whereas, Mayor Tom Barrett appointed Paul Nannis to fill the position of Commissioner of Health, but this appointment was withdrawn by the Mayor on February 5, 2018; and
Whereas, The position of Commissioner of Health remains vacant; and
Whereas, Dr. Patricia McManus meets the qualifications for a municipal public health officer specified in the Wisconsin Statutes; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Common Council chooses to exercise its authority under s. 62.11(5), Wis. Stats., to appoint Dr. Patricia McManus interim Commissioner of Health; and, be it
Further Resolved, That this appointment shall remain in effect until such time as a candidate for the position of Commissioner of Health who is appointed by the Mayor and confirmed by the Common Council takes the oath of office.
