Analysis

This resolution adds replacement of lead water laterals to the list of projects eligible for financial assistance through the City’s STRONG Homes Loan Program.

Body

Whereas, On November 7, 2014, the Common Council adopted File Number 140901, a resolution establishing the STRONG Homes Loan Program; and

Whereas, The STRONG Homes Loan Program, administered by the Department of City Development, provides financial assistance to owner-occupants of one- to 4-units properties to make essential repairs to their homes; and

Whereas, The “STRONG Homes Loan Program Term Sheet,” attached to and approved in conjunction with File Number 140901, includes a list of the types of home-repair projects that are eligible to receive funding from the STRONG Homes Loan Program; and

Whereas, The presence of lead water laterals poses a serious health threat to residents of the thousands of Milwaukee homes served by such laterals; and

Whereas, The cost of replacing lead water laterals is beyond the financial reach of many cash-strapped Milwaukee homeowners; and

Whereas, Replacement of lead water laterals is not currently listed in the “STRONG Homes Loan Program Term Sheet” as a type of project eligible to receive funding from the STRONG Homes Loan Program; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the “STRONG Homes Loan Program Term Sheet” attached to Common File Number 140901 is amended by adding the following:

STRONG HOMES LOAN PROGRAM GUIDELINES

I.                     Project Eligibility:

Eligible rehabilitation for emergency and essential repairs, including:

•                     Abate outstanding building code orders

•                     Repair leaking water laterals between house and stop box

•                     >>Replace lead water laterals between house and stop box<<

•                     Repair serious electrical hazards

; and, be it

Further Resolved, That the Department of City Development shall, in its promotion of the STRONG Homes Loan Program and its conversations with potential Program participants, emphasize the availability of STRONG Homes Loan Program funds for lead water lateral replacement projects.
