Title
Substitute resolution relating to the oversight of the City’s efforts to collect past due City debt.
Analysis
This resolution directs the Department of Administration - Budget and Management Division to oversee the City’s efforts to collect debts owed the City, and to report the results of the City’s debt-collection efforts in April and October of each year.
Body
Whereas, The amount owed the City in unpaid taxes, forfeitures, fees and charges is measured in millions of dollars, and more efficient collection of these debts could significantly ease some of financial burden of delivering services to residents; and

Whereas, The Outstanding Debt Work Group has completed its review of the City’s efforts to collect debts owed the City and made specific recommendations to departments to improve these collections; and

Whereas, The Outstanding Debt Work Group determined that best practices recommends consistent oversight of collection efforts by a single authority rather than haphazard oversight through a piecemeal review by various departments initialed by the Common Council; and

Whereas, Outstanding Debt Work Group determined that without a single overseer, City collections lag because the collection efforts of the 4 departments most involved with collection of debts owed to the City, are uncoordinated and unfocused, and information is not shared on the most effective collection efforts used and available; and

Whereas, Success in improving the collection of debts owed the City hinges on sustained and diligent oversight of the efforts of City departments to collect these debts; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration - Budget and Management Division of the is directed to oversee the efforts of all City departments to collect debts owed the City; and, be it
