Title
Substitute resolution relating to a memorandum of understanding between the City of Milwaukee and Waukesha County for back-up public safety answering point services.
Analysis
This resolution approves the Memorandum of Understanding between the City of Milwaukee and the County of Waukesha relating to back-up public safety answering point services. The appropriate City officials are directed to execute the Memorandum of Understanding in substantially the same form on behalf of the City.
Body
Whereas, The Milwaukee Police Department is the designated public safety answering point (PSAP) for 9-1-1 emergency calls originating in the City of Milwaukee; and

Whereas, The Police Department has developed a robust and resilient communications system for receiving emergency calls and dispatching responders or transferring calls to the appropriate agency; and

Whereas, Nonetheless, in the event of a technological malfunction or emergency evacuation of the City’s PSAP facility, the Police Department’s capacity for receiving emergency calls and dispatching responders could be negatively impacted; and

Whereas, The County of Waukesha Department of Emergency Preparedness is a PSAP for emergency calls in Waukesha County; and

Whereas, Both the City and the County of Waukesha believe that the operation of each of their PSAP facilities is necessary to provide for the safety, security, and well-being of their respective communities; and

Whereas, The County of Waukesha has agreed to provide back-up PSAP services on behalf of the City of Milwaukee in the event the City’s PSAP facility becomes inoperable due to an uninhabitable environment or an infrastructure failure; and

Whereas, The attached Memorandum of Understanding between the City of Milwaukee and the County of Waukesha details the circumstances under which the County of Waukesha will provide back-up PSAP services for the City of Milwaukee; ...
