Resolution directing the Department of Public Works to work with the Office of the City Attorney to prepare contract language governing weapon policies, personal conduct policies, and policies prohibiting the wearing of certain apparel to be observed by all City contractors and sub-contractors.
Analysis
This resolution directs the Department of Public Works to work with the Office of the City Attorney to prepare contract language governing weapon policies and personal conduct policies to be observed by all City contractors and sub-contractors. The Department of Public Works is further directed to work with the Office of the City Attorney to prepare contract language prohibiting workers on City contracts from wearing clothing bearing the names or insignias of contractors different from the City contractors by which they are employed.
Body
Whereas, Violence with the use of firearms and other dangerous weapons continues to cause substantial pain, suffering and anguish within the Milwaukee community; and
Whereas, The City of Milwaukee has a zero tolerance policy for firearms and dangerous weapons in the workplace; and
Whereas, Accordingly, the City of Milwaukee prohibits employees from carrying or possessing firearms or dangerous weapons while acting in the course and scope of their employment for and on behalf of the City; and
Whereas, A significant number of City activities and projects are carried out not by City employees, but by contractors, sub-contractors and their employees on behalf of the City; and
Whereas, In keeping with the City’s zero tolerance policy for firearms and dangerous weapons in the workplace, the City desires that City contractors, sub-contractors and their employees observe the City’s weapon policies and personal conduct policies while acting in the course and scope of their employment for and on behalf of the City; and
Whereas, Identifying the City contractor or sub-contractor that an individual is employed by is a first step in holding City contractors and sub-contractors accountable for the behavior and activities of their employees while those employees are working on City projects; and
Whereas, Wearing apparel bearing the name or insignia of a contractor different from the City contractor by which an individual is employed is a hindrance to identification of the individual’s employer; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works is directed to work with the Office of the City Attorney to prepare contract language governing weapon policies and personal conduct policies to be observed by all City contractors and sub-contractors; and, be it
Further Resolved, That the Department of Public Works is directed to work with the Office of the City Attorney to prepare contract language that prohibits workers on City contracts from wearing clothing bearing the names or insignias of contractors different from the City contractors by which they are employed.
