Title
Resolution directing the Commissioner of Public Works to study the feasibility of ending all infrastructure contracting with outside agencies and providing such services on an in-house basis.
Analysis
This resolution directs the Commissioner of Public Works to:
1. Conduct a study to determine the feasibility of the City implementing a policy of using City employees to perform all infrastructure repairs and improvements instead of using independent contractors to perform some infrastructure projects.
2. Develop a plan for hiring the City employees needed to perform all City infrastructure repairs and improvements as part of this feasibility study, including the skill levels needed, pay rate and a suitable transitional jobs training program.
3. Conduct a study to determine the feasibility of using City employees to perform any new infrastructure repair or improvement not subject to an existing contractor agreement, and report the findings of the study to the Common Council before the process of selecting a contractor for the repair or improvement begins.
4. Submit a preliminary report of the study’s findings to the Common Council by January 31, 2018, a follow-up report of preliminary findings by February 28, 2018, and a final report of the reports complete findings by March 31, 2018.
