Analysis
This resolution directs the Commissioner of Public Works to:
1. Compile the history of the outsourcing of infrastructure projects once performed by City employees over the past 20 years.
2. Report this history to the Common Council by January 31, 2018.
Body
Whereas, Workers employed by independent contractors to perform City infrastructure projects may fail to reflect the ethnic and racial diversity, cultural values and sense of social responsibility of City residents living in neighborhoods where these projects are being performed; and
Whereas, The first step in addressing the disconnect between the ethnic and racial diversity, cultural values and sense of social responsibility of City residents and those of workers employed by independent contractors performing City infrastructure projects is to understand and appreciate the history of how the City transitioned from using City employees on these projects to relying on independent contractors, now, therefore; be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is directed to compile the history of the outsourcing of infrastructure projects once performed by City employees over the past 20 years; and, be it
Further Resolved, That the Commissioner of Public Works shall report this history to the Common Council by January 31, 2018.
