Substitute resolution relating to application for funds under the American Recovery and Reinvestment Act.
Analysis
This resolution directs the appropriate City of Milwaukee officials and City departments to apply for economic stimulus funds for qualifying City projects in accordance with the federal American Recovery and Reinvestment Act.
Body
Whereas, U.S. President Barack Obama and Congress have enacted a $787 billion federal economic stimulus package to dispense funding to states and localities for projects including but not limited to housing, economic development, job creation, public safety, education, health, infrastructure and environmental sustainability; and
Whereas, The federal stimulus bill, known as the American Recovery and Reinvestment Act, designates spending in over 130 different state and federal programs, with the majority of funds flowing through existing state programs and utilizing existing formulas; and
Whereas, Federal economic stimulus funding is critical to creating and preserving jobs in the State of Wisconsin and the City of Milwaukee; and
Whereas, The State of Wisconsin anticipates receiving approximately $3.5 billion in stimulus aid, and although it has not yet been determined what share of that amount may be allocated to the City of Milwaukee, it is in the City’s best interest to be prepared to act swiftly to utilize its share of stimulus aid as it becomes available; and
Whereas, City of Milwaukee officials and City departments must move decisively to identify and secure economic stimulus funding for appropriate city projects as such funding becomes available; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the appropriate City of Milwaukee officials and City departments are directed to apply for economic stimulus funds for qualifying City projects in accordance with the federal American Recovery and Reinvestment Act; and, be it
Further Resolved, That the Department of Administration is directed to assist City officials and City departments as necessary in identifying and applying for appropriate economic stimulus funding for qualifying City projects; and, be it
Further Resolved, That all City departments are directed to assist each other as necessary to ensure that the City of Milwaukee obtains the maximum amount of economic stimulus aid allowable for those City projects which will provide the most long-term economic benefits to the City and its residents.
