Title:
Resolution relative to application, acceptance and funding of a U.S. Homeland Security Buffer Zone Protection Program Milwaukee EOC Upgrade grant.

Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept and fund a U.S. Department of Homeland Security Buffer Zone Protection Program Milwaukee EOC Upgrade grant through the State of Wisconsin, Office of Justice Assistance, pursuant to the U.S. Homeland Security Grant Program, in the amount of $50,000 with a city share of $0, and a grantor share of $50,000. The purpose of this program is to provide funds to support planning and equipment acquisition that make it more difficult for terrorists to conduct surveillance or launch attacks within the immediate vicinity of high risk CIKR (Critical Infrastructure and Key Resource) assets.
Body:
Whereas, Under the Catalog of Federal Domestic Assistance (CFDA) 97.078, the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Homeland Security through the State of Wisconsin, Office of Justice Assistance; and

Whereas, The operation of this grant from 1/8/09 to 3/31/11 would cost $50,000 of which $0 (0%) would be provided by the city and $50,000 (100%) would be provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin, Office of Justice Assistance is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and be it

Further Resolved, That the City Comptroller is authorized to:

1. Commit funds within the Project/Grant Parent of the 2009 Special Revenue-Grant and Aid Projects, the following amount for the program titled: Homeland Security Buffer Zone Protection Program Milwaukee EOC Upgrade.
