Resolution relative to the cost participation and installation of traffic signal improvements at six connecting highway intersections on West Forest Home Avenue and South 27th Street under a Highway Safety Improvement Program project in the 8th and 11th Aldermanic Districts at a total estimated cost of $318,994.83, with an estimated grantor share of $273,465.00, and an estimated City share of $45,529.83, and to install these improvements upon execution of the agreement. This resolution also authorizes the Comptroller to establish and transfer funds to the appropriate accounts for the project. The total estimated cost of the entire project is $1,104,494.83, with a grantor share of $859,410, and a City share of $245,084.83.
Body
Whereas, A State Municipal Agreement for the installation of traffic signal improvements at the six connecting highway intersections under the 2018 Highway Safety Improvement Program was approved by the Common Council under File Number 140654; and,
Whereas, The Highway Safety Improvement Program provides cost participation for traffic signal and other improvements to reduce the frequency and severity of vehicle and pedestrian crashes; and
Whereas, Six intersections on West Forest Home Avenue and South 27th Street have been identified for traffic signal improvements; and
Whereas, The total estimated cost of this project is $295,365.58 for the installation of traffic signal improvements; and
Whereas, The total estimated cost for state review for the project is $23,629.25; and
Whereas, $45,529.83, is not reimbursable and is included in the Division’s 2018 Capital Purpose Project Grant Number ST320180000; and
Whereas, $252,198.67, is reimbursable from the Wisconsin Department of Transportation, and should be earmarked for this project in the 2018 Capital Grant and Aids Projects Fund Project Grant Number SP032180100; and
Whereas, $21,266.33, is non-reimbursable from the Wisconsin Department of Transportation; and
Whereas, The State cannot proceed with any project cost overruns or changes in scope of more than 5% without prior Department of Public Works approval; and
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns or changes in scope approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns or changes in scope as approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to enter into a funding agreement and are directed to execute the contract with the Wisconsin Department of Transportation for the installation of traffic signal improvements at the six connecting highway intersections identified under a Highway Safety Improvement Program, a copy of which is attached to this resolution, and is incorporated into this resolution as though set forth in full; and be it
Further Resolved, That upon approval of this contract, that the Commissioner of Public Works is directed to install traffic signal improvements at the six connecting highway intersections identified; and, be it
Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater as follows:
