Title

Substitute resolution approving construction of nonassessable public improvements at various locations and appropriating funds for these purposes with the City construction cost estimated to be $914,208.67 for a total estimated cost of these projects being $3,958,325.

Analysis

This resolution directs the installation and construction of certain public improvements which have been determined to be nonassessable by the Commissioner of Public Works.  The City cost of the projects approved by this resolution is estimated to be $914,208.67.  The total estimated cost of these projects is $3,958,325.

Body

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions determining it necessary and in the public interest to construct nonassessable improvements; and

 

Whereas, Plans, specifications and cost estimates have been prepared for the following described improvements:

 

1st Aldermanic District

 

W. Mill Rd. - 350 feet west of N. Sidney Pl. to N. 43rd St. (WT410140010) File Number 151289:  Hydrant and water main alteration.  (Nonassessable Water Fund Budget Line 5010 -- $25,000 Additional funds).  The total estimated cost for this project including the requested amount is $345,000.  This project is anticipated to be completed during the 2017 construction season.

 

1st and 7th Aldermanic District

 

W. Capitol Dr. (STH 190) - Soo Line Overpass to N. 36th St. (ST320160101) (2025-00-00) File Number 151280:  Channelization of lanes, islands and medians. 

 

Grantor Non-Reimbursable Paving Fun) d -- $300,943.71

Grantor Reimbursable Paving Fund -- $45,141.56

City Share Nonassessable Paving Fund -- $42,208.67

 

These funds are to be transferred to the construction account (ST3201601XX) (2025-00-70)

 

Previously authorized for project construction:  $0

 

Current estimated cost of total project including this resolution:  $751,325.00

Original estimated cost of the project (File Number 151280):  $546,314.00

 

This project is anticipated to be completed during the 2018 construction season.

 

4th and 8th Aldermanic Districts

 

N. 16th St. (beneath viaduct) - a point north of W. Mt. Vernon Ave. to W. St. Paul Ave. (SM495170063):  Installing new storm sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $147,000).  The total estimated cost for this project including the requested amount is $162,000.  This project is anticipated to be completed during the 2018 construction season.

 

Various Aldermanic Districts

 

2017 High Impact paving projects ADA requirement work (ST216160110) File Number 161441:  Removing and replacing concrete curb and sidewalk ramps to meet ADA requirements, replace abutting pavement if necessary, sodding and grading.  (Nonassessable High Impact Streets -- $700,000, Additional Funds).  The total estimated cost for this project including the requested amount is $2,700,000.  This project is anticipated to be completed during the 2017 construction season.

 

now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is authorized and directed to proceed with said work; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That the City Engineer and the Commissioner of Public Works are hereby authorized to negotiate and enter into an agreement with the State of Wisconsin, Department of Transportation for the City to undertake construction management duties on the following project:  W. Capitol Dr. (STH 190) (ST320160101); and, be it

 

Further Resolved, That the City Engineer is authorized to approve and make periodic payments to the State of Wisconsin, Department of Transportation after receipt of invoices from said State for the city’s share of the costs for said project:  W. Capitol Dr. (STH 190) (ST320160101); and, be it

 

Further Resolved, That upon the completion of project:  W. Capitol Dr. (STH 190) (ST320160101) and a determination of the actual costs, it is understood that if the City of Milwaukee’s share is less than the amount previously paid, the difference will be refunded to said City; and, be it

 

Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
