Title
Resolution relating to a cost-benefit analysis of performing City deconstruction projects using City employees versus using independent contractors.
Analysis
This resolution directs the Operations Division of the Department of Public Works to conduct a cost-benefit analysis of performing City deconstruction projects using City employees versus using independent contractors to complete these projects. The Department of Public Works-Operations Division is further directed to report its findings to the Common Council by March 31, 2018.

Whereas, There is no way of knowing whether the costs and benefits accruing to the City from using independent contractors to perform City deconstruction projects are more or less than the costs and benefits to the City of using City employees to perform these deconstruction projects without conducting a formal cost-benefit analysis; and
Whereas, Employees hired and trained by the City to perform City deconstruction projects will likely be an important component in the City’s transitional jobs program, creating a valuable resource pool for recruiting skilled workers to fill vacant positions in other City departments, like the Departments of Public Works and Neighborhood Services; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works-Operations Division is directed to conduct a cost-benefit analysis comparing the costs and benefits of performing City deconstruction projects using City employees with the costs and benefits of using independent contractors to complete these projects; and be it
Further Resolved, That the Department of Public Works-Operations Division shall report its findings to the Common Council not later than March 31, 2018.
