Title

Substitute resolution establishing a sister city relationship between the City of Milwaukee and Irpin, Ukraine.

Analysis

This resolution authorizes the establishment of a sister city relationship between the City of Milwaukee and Irpin, Ukraine. This sister city relationship shall expire after 5 years unless extended for another 5 years by Common Council resolution.

 

Body

Whereas, The Common Council created the Sister Cities Committee to assist in the establishment and maintenance of sister city relationships pursuant to Sister Cities International guidelines; and

 

Whereas, The Sister Cities Committee reviews requests for new relationships and investigates and makes recommendations to the Common Council concerning the establishment of new relationships and the maintenance or termination of existing friendly exchange relationships and sister city relationships; and

 

Whereas, The Sister Cities Committee has reviewed the application of Irpin, Ukraine, and recommends that a sister city relationship be established pursuant to ch. 335 of the Code; and

 

Whereas, Irpin has a population of 83,057 and is located about 4 miles from Kiev, Ukraine’s largest city with respect to both population and commerce; and

 

Whereas, Irpin is home to several prestigious Ukrainian universities including the National University of the State Fiscal Services and the Irpin College of Economics; and

 

Whereas, Irpin is a riverfront city working to establish itself as a health center, with the construction of extensive new healthcare and rehabilitation facilities and a network of recreational forest, meadow and hydrological parks; and

 

Whereas, A sister city relationship between the City of Milwaukee and Irpin, Ukraine, will benefit both parties in providing support to Milwaukee-based businesses interested in investing and developing Irpin’s medical, hotel and entertainment sector, and will facilitate a project focus group with key professionals and decision-makers from Irpin and Milwaukee to promote cooperation and project implementation; and 

Whereas, The sister city relationship will receive local support through St. Michael’s Ukrainian Catholic Church; and

 

Whereas, The sister city relationship will also receive support in Irpin, Ukraine, through the Irpin Mayor and City Council; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the establishment of a sister city relationship between the City of Milwaukee and Irpin, Ukraine, is authorized; and, be it

 

Further Resolved, That the appropriate city officials are directed to execute an agreement between the City of Milwaukee and Irpin, Ukraine, to formalize the sister city relationship; and, be it

 

Further Resolved, That the sister city relationship shall expire 5 years from the execution of the agreement unless extended for another 5 years by Common Council resolution.
