WHEREAS, the U.S. Department of Housing and Urban Development (HUD) published a Notice of Funding Availability (NOFA) for the Choice Neighborhoods Implementation (CNI) Grant Program on August, 24, 2017, and the grant is due November 22, 2017; and
WHEREAS, the Housing Authority (co-applicant) and City of Milwaukee (lead applicant) would like to submit a $30 million CNI grant for College Court and the area bounded by Vliet Street (north), Wisconsin Avenue (south), 17th Street (east), and 35th Street (west); and
WHEREAS, the Housing Authority is required to submit a certification of consistency with its latest approved Annual Plan as a requirement for the CNI grant; and
WHEREAS, the Housing Authority identified its interest in Choice Neighborhoods in its FY 2017 Agency Plan that was approved by HUD, but did not specifically identify College Court; and
WHEREAS, the Housing Authority identified its interest in Choice Neighborhoods for a number of developments, including College Court, in its FY 2018 Agency Plan, which is pending HUD approval; and
WHEREAS, the Housing Authority considers this to be a identified its interest in a CNI grant for College Court in its FY 2018 Agency Plan; and
WHEREAS, there have been two meetings with the residents of College Court, two public meetings, and the Commissioners were previously notified of the Housing Authority’s intent to submit a $30 million CNI application for College Court; and
WHEREAS, there are only two classifications of amendments to the Agency Plan - a significant amendment or a substantial deviation; and
WHEREAS, the Housing Authority did identify its interest in Choice Neighborhoods in its FY 2017 Agency Plan, and more specifically, College Court in its FY 2018 Agency Plan, the Housing Authority considers an amendment to its FY 2017 approved Agency Plan to include the submission of a Choice Neighborhoods Implementation grant in the amount of $30 million for College Court to be a substantial deviation; now therefore be it
RESOLVED, the Commissioners of the Housing Authority hereby approve the modification to the FY 2017 approved Agency Plan to include the submission of a Choice Neighborhoods Implementation grant in the amount of $30 million for College Court as a substantial deviation; and be it further
RESOLVED, that the Secretary-Executive Director is hereby authorized to submit this revision to HUD.
