Title

Analysis

This resolution directs the installation and construction of certain public improvements which have been determined to be nonassessable by the Commissioner of Public Works.  The City cost of the projects approved by this resolution is estimated to be $2,325,326.47.  The total estimated cost of these projects is $5,769,868.04.

Body

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions determining it necessary and in the public interest to construct nonassessable improvements; and

 

Whereas, Plans, specifications and cost estimates have been prepared for the following described improvements:

 

1st and 7th Aldermanic Districts

 

W. Capitol Dr. - 335 feet m/l east of N. 34th St. to N. 35th St. (SM494170010) File Number 170278:  Relaying sanitary sewer.  (Infiltration/Inflow Reduction Fund -- $44,000).  The total estimated cost for this project including the requested amount is $56,000.  This project is anticipated to be completed during the 2018 construction season.

 

W. Capitol Dr. - 365 feet east of N. 34th St. to N. 34th St. (SM495170058) File Number 170857:  Relaying storm sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $186,000).  The total estimated cost for this project including the requested amount is $198,000.  This project is anticipated to be completed during the 2018 construction season.

 

2nd and 9th Aldermanic District

 

West Mill Road Bioswales:  W. Mill Rd. - N. 43rd St. to N. 91st St. (SM499160121):  (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $425,000).  The total estimated cost for this project including the requested amount is $450,000.  This project is anticipated to be completed during the 2018 construction season.

 

4th Aldermanic Districts

 

Old World Third St. - 215 feet south of W. Wells St. to W. Wells St. (SM495170057) File Number 170857:  Combined sewer lining.  (Nonassessable Sewer Maintenance Relay Fund -- $70,000).  The total estimated cost for this project including the requested amount is $82,000.  This project is anticipated to be completed during the 2018 construction season.

 

N. Plankinton Ave. - W. Wells St. to W. Kilbourn Ave. (SM495170064) File Number 171095:  Combined sewer lining.  (Nonassessable Sewer Maintenance Relay Fund -- $60,000).  The total estimated cost for this project including the requested amount is $70,000.  This project is anticipated to be completed during the 2018 construction season.

 

E./W. Wells St. (USH 18) - N. Broadway to N. 6th St. (including N. Plankinton Av. to a point north) (ST320120401) (2200-14-00) File Number 160185:  Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches as necessary (0’ width of tree border area), and grading.

 

Grantor Non-Reimbursable Paving Fund -- $1,924,826.98

Grantor Reimbursable Paving Fund -- $288,724.05

City Share Paving Fund -- $155,316.47

 

These funds are to be transferred to the construction account (ST3201204XX) (2200-14-70)

This project is anticipated to be completed during the 2018 construction season.

 

N. 4th St. - W. Wells St. to 215 feet north of W. Wells St. (SM495170056) File Number 170857:  Combined sewer lining.  (Nonassessable Sewer Maintenance Relay Fund -- $22,000).  The total estimated cost for this project including the requested amount is $32,000.  This project is anticipated to be completed during the 2018 construction season.

 

6th Aldermanic District

 

N. Teutonia Ave. - 175 feet southeast of W. Ring St. to W. Capitol Dr. (Various Locations) (SM495170027) File Number 161694:  Relaying combined sewer and relaying storm sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $738,000).  The total estimated cost for this project including the requested amount is $753,000.  This project is anticipated to be completed during the 2018 construction season.

 

N. 18th St. - N. Teutonia Ave. to W. Keefe Ave. (SM495170025) File Number 161694:  Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $181,000).  The total estimated cost for this project including the requested amount is $193,000.  This project is anticipated to be completed during the 2018 construction season.

 

N. 19th St. - N. Teutonia Ave. to W. Finn Pl. (SM495170026) File Number 161694:  Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $129,000).  The total estimated cost for this project including the requested amount is $141,000.  This project is anticipated to be completed during the 2018 construction season.

 

7th Aldermanic District

 

N. 35th St. - 200 feet south of W. Capitol Dr. to W. Capitol Dr. (SM494170014) File Number 170479:  Relaying sanitary sewer.  (Infiltration/Inflow Reduction Fund -- $ 122,000).  The total estimated cost for this project including the requested amount is $134,000.  This project is anticipated to be completed during the 2018 construction season.

 

10th Aldermanic District

 

W. Appleton Ave. - W. Hadley St. to N. 60th St. (SM495170014) File Number 161562:  Relaying sanitary sewer.  (Infiltration/Inflow Reduction Fund (SM494170016)-- $125,000).  The total estimated cost for this project including the requested amount is $137,000.  This project is anticipated to be completed during the 2018 construction season.

 

11th Aldermanic District

 

Green Alley between W. Cleveland Ave., W. Montana St., S. 49th St., and S. 50th St. (SM499170103) File Number 171095:  (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $24,000.  The total estimated cost for this project including the requested amount is $25,000.  This project is anticipated to be completed during the 2018 construction season.

 

West Oklahoma Avenue Bioswales:  W. Oklahoma Ave. - S. 49th St. to S. 60th St. (SM499170100) File Number 170480:  (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $30,000 Additional funds).  The total estimated cost for this project including the requested amount is $155,000.  This project is anticipated to be completed during the 2018 construction season.

 

15th Aldermanic District

 

W. Cherry St. and N. 18th St. (ST211180155) File Number 171095:  Replace traffic calming speed hump(s). (Nonassessable Reconstruction Paving Fund -- $14,000) The total estimated cost for this project including the requested amount is $15,000.  This project is anticipated to be completed during the 2017-2018 construction season

 

now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is authorized and directed to proceed with said work; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That the City Engineer and the Commissioner of Public Works are hereby authorized to negotiate and enter into an agreement with the State of Wisconsin, Department of Transportation for the City to undertake construction management duties on the following project:  E./W. Wells St. (ST320120401); and, be it

 

Further Resolved, That the City Engineer is authorized to approve and make periodic payments to the State of Wisconsin, Department of Transportation after receipt of invoices from said State for the city’s share of the costs for said project:  E./W. Wells St. (ST320120401); and, be it

 

Further Resolved, That upon the completion of project:  E./W. Wells St. (ST320120401) and a determination of the actual costs, it is understood that if the City of Milwaukee’s share is less than the amount previously paid, the difference will be refunded to said City; and, be it

 

Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
