Title

Substitute resolution relating to required agreements between the Mayor, the Intergovernmental Cooperation Council, and the board of Employ Milwaukee, Inc. pursuant to the Workforce Innovation and Opportunity Act.

Analysis

This resolution approves two agreements pursuant to the Workforce Innovation and Opportunity Act of 2014, the Consortium Agreement between the City of Milwaukee and the Intergovernmental Cooperation Council and the Workforce Development Memorandum of Agreement between the Consortium, the City of Milwaukee and Employ Milwaukee, Inc.

Body

Whereas, The federal Workforce Innovation and Opportunity Act of 2014 is designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy; and

 

Whereas, The City undertakes ongoing efforts to provide job training and youth employment and to promote economic development and utilization of human capital; and

 

Whereas, Employ Milwaukee, Inc., has unique expertise in the areas of job training and workforce development; and

 

Whereas, The Mayor of the City of Milwaukee and the Milwaukee Area Workforce Investment Board, Inc. (now known as Employ Milwaukee, Inc.), have entered into prior agreements to summarize each of their specific duties with regard to efforts and activities in the areas of job training and employment, workforce development and human resource development, pursuant to the Workforce Investment Act of 1998, and the superseding Workforce Innovation and Opportunity Act of 2014; and

 

Whereas, Pursuant to those agreements, Employ Milwaukee, Inc., has served as the local grant sub-recipient and administrative entity under the terms of the Workforce Investment Act of 1998 and the Workforce Innovation and Opportunity Act of 2014 to implement job training and employment programs within Workforce Development Area #2, covering Milwaukee County; and

 

Whereas, The Intergovernmental Cooperation Council (ICC) was created pursuant to s. 66.0301, Wis. Stats., and includes the individual elected executive officers of the units of local government located within Milwaukee County; and

 

Whereas, The ICC works to share best practices in delivery of public services, to discuss ways in which to save tax money and enhance services through cooperative efforts, and to take an active role via board appointments and oversight in the governance of the multi-jurisdictional Milwaukee Metropolitan Sewerage District; and

 

Whereas, The Workforce Innovation and Opportunity Act of 2014 provides that if a local workforce development area includes more than one unit of general local government, the chief elected executive officials of such units may execute an agreement that specifies the respective roles of individual chief elected officials; and

 

Whereas, The City, the ICC and Employ Milwaukee, Inc., desire to enter into agreements to delineate and fulfill their respective duties under the Workforce Innovation and Opportunity Act of 2014; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Consortium Agreement between the City of Milwaukee, acting through its Mayor, and the Intergovernmental Cooperation Council, in substantially the same form as is attached to this file, is approved; and, be it

 

Further Resolve, That the proper City officers are authorized and directed to execute the Consortium Agreement on behalf of the City of Milwaukee; and, be it

 

Further Resolved, That the Workforce Development Memorandum of Agreement between the Consortium, as created by agreement between the Mayor of the City of Milwaukee and the Intergovernmental Cooperation Council, Employ Milwaukee, Inc., and the City of Milwaukee, acting through its Mayor, in substantially the same form as is attached to this file, is approved; and, be it

 

Further Resolved, That the proper City officers are hereby authorized and directed to execute the Workforce Development Memorandum of Agreement on behalf of the City of Milwaukee.
