12/5/2017	0	LICENSES COMMITTEE	AMENDED; Minutes note: 15 TAYLOR, Odean H, Agent for "K & O INVESTMENTS, LLC", Class B Tavern, Food Dealer, and Public Entertainment Premises License Renewal Applications for "Jay's Uptown Cafe" at 5007-09 W CENTER St. (Expires 12/30/2017) The applicant stated that some patrons park at the laundry mat and there is not a written agreement. He stated that he will obtain an agreement from the laundry owner. He stated that he spoke with Ms. Burks, asked her to report any issues, and she refuses to do so. Appearing with the applicant: Atty. Michael Maistelman asked Ms. VanVreede about the number of shots fired incidents that she's heard. Individual also present: Dameon Ellzey, 15th District Legislative Assistant, stated that the applicant participates in several community meetings and activities. He stated that Ald. Stamper supports the renewal with a warning letter based on items in the police report. Individuals present in opposition: Alma Burks 2719 N 50th St stated that she has concerns with the noise, loitering, fighting, littering, and parking. She stated the applicant said he would meet with the community, but never arranged a meeting. She stated that she will not to meet with him alone. She submitted pictures showing the premises, its surroundings, and is in opposition. She stated that there haven't been any improvements since the last meeting and it seems worst. Ald. Johnson moved to enter into the record Exhibit #1 pictures of the premises and its surroundings. (Prevailed 3-0) Cindy VanVreede 2730 N 51st St stated that there are shots fired in the area of the establishment regularly on weekends around 2 AM, loitering, noise, and is in opposition. There were 2 additional individuals present in opposition. Ald. Rainey asked Ms. Burks of any changes since the last license period. He asked the applicant about the parking issues and security. He stated that some of those in opposition are from his district, which is directly across the street from the premises and the applicant should put forth more effort to correct the issues brought forth by neighbors. Individuals present in support: James Perry 5003 W Center St stated that he is head of security at the premises, responds to the complaints of Ms. Burks, and is in support. Curt Parks 5003 W Center St stated that he works security at the bar, walks groups to their cars for safety, and goes above and beyond in picking up litter. He stated that he turns patrons away who are parking illegally. Nathaniel Bell 2675 N 50th St stated that he resides upstairs, has no problems with the bar, picks up trash and is in support. Trasean Thomas 2755 N 50th St stated that the applicant picks up trash and the parking situation has improved over the last 5 months. He stated that he and his fiance purchased a property nearby, wants tenants to feel safe, and is in support. Jennifer Potts - Executive Director of BID #39 5303 W Center St stated that she is in support of the business, which is in a commercial corridor. She stated that two community meetings were held with no other complaints and Mr. Maistelman did not make any racial slurs. She stated that Mr. Taylor is very open to feedback and making changes. Evette Simmons 2704 N 50th St stated that there are no issues to her knowledge and is in support. Ald. Bohl encouraged security to enforce better behavior of the patrons in the neighborhood. Ald. Johnson moved to enter into the record Exhibit #2 letter from BID #39. Ald. Rainey moved approval with a warning letter based on the police report and neighborhood testimony. (Prevailed 3-1, Ald.
