Title

Substitute resolution approving Year 2018 Operating Plans for various Business Improvement Districts and Neighborhood Improvement Districts, located in the City of Milwaukee.

Analysis

Sections 66.1109(3)(b) and 66.1110(4)(b), Wisconsin Statutes, require that Business Improvement Districts and Neighborhood Improvement Districts submit annual Operating Plans for City approval. This resolution approves Year 2018 Operating Plans for Business Improvement District Nos. 2, 5, 8, 11, 13, 15, 19, 20, 28, 31, 37, 38, 39, 40, 41, 42, 43, 44, 48 and 50 and Neighborhood Improvement District Nos. 3, 4, 5, 6, and 7 and authorizes assessments on taxable property within said Districts.

Body

Whereas, The Common Council of the City of Milwaukee (“Common Council”) has created Business Improvement Districts (“BIDs”) and Neighborhood Improvement Districts (“NIDs”) in the City of Milwaukee and has approved their Initial Operating Plans; and

 

Whereas, Section 66.1109(3)(b), Wisconsin Statutes, requires that Boards of BIDs submit annual Operating Plans to the Common Council for approval; and

 

Whereas, Section 66.1110(4)(b), Wisconsin Statutes, requires that Boards of NIDs submit annual Operating Plans to the Common Council for approval; and

 

Whereas, The Boards of BID Nos. 2 (Historic Third Ward), 5 (Westown), 8 (Historic King Drive), 11 (Brady Street), 13 (Oakland Avenue), 15 (Milwaukee Riverwalk), 19 (Villard Avenue), 20 (East North Avenue), 28 (North Avenue Gateway), 31 (Havenwoods), 37 (30th Street Industrial Corridor), 38 (Cesar E. Chavez Drive), 39 (Center Street Market Place), 40 (Airport Gateway), 41 (Downer Avenue), 42 (Schlitz Park), 43 (South 27th Street), 44 (Kinnickinnic Avenue), 48 (Granville) and 50 (South 13th Street/West Oklahoma Avenue) and NID Nos. 3 (Washington Park Partners), 4 (Sherman Park), 5 (Heritage Heights), 6 (Garden Homes), and 7 (Harambee) have submitted proposed Year 2018 Operating Plans; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Year 2018 Operating Plans for BID Nos. 2, 5, 8, 11, 13, 15, 19, 20, 28, 31, 37, 38, 39, 40, 41, 42, 43, 44, 48 and 50 and NID Nos. 3, 4, 5, 6,and  7 are approved; and, be it

 

Further Resolved, That the City Treasurer, City Comptroller, Assessment Commissioner and other affected departments are directed to collect and disburse BID and NID assessments in accordance with said Year 2018 Operating Plans; and, be it

 

Further Resolved, That all City officials, departments, boards and commissions are directed to take all actions and provide such assistance, as necessary, to carry out the intent and purpose of this resolution and said approved Year 2018 Operating Plans.
