Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $146,000 for a total estimated cost of these projects being $2,420,000.
Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable. After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council. The City cost for engineering these projects is estimated to be $146,000 with the total cost estimated to be $2,420,000.

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
1st and 7th Aldermanic Districts
W. Capitol Dr. - 365 feet east of N. 34th St. to N. 34th St. (SM495170058): Relaying storm sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $80,000. This project is anticipated to be completed during the 2018 construction season.
4th Aldermanic Districts
W. Michigan St. - N. 28th St. to N. 29th St. (SM495170062): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $10,000). The total estimated cost for this project including the requested amount is $35,000. This project is anticipated to be completed during the 2018 construction season.
N. Old World 3rd St. - 215 feet south of W. Wells St. to W. Wells St. (SM495170057): Combined sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $85,000. This project is anticipated to be completed during the 2017 construction season.
N. 4th St. - W. Wells St. to 215 feet north of W. Wells St. (SM495170056): Combined sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $10,000). The total estimated cost for this project including the requested amount is $24,000. This project is anticipated to be completed during the 2017 construction season.
N. 33rd St. at W. State St. (ST211170216): Intersection improvements. Replace curb and gutter, sidewalk, pavement where necessary, sodding, and grading. (Nonassessable Reconstruction Paving Fund -- $5,000). The total estimated cost for this project including the requested amount is $50,000. This project is anticipated to be completed during the 2017 construction season.
4th and 8th Aldermanic Districts
N. 16th St. (beneath viaduct) - a point north of W. Mt. Vernon Ave. to W. St. Paul Ave. (SM495170063): Installing new storm sewer. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost for this project including the requested amount is $193,000. This project is anticipated to be completed during the 2017 construction season.
7th Aldermanic District
N. Concordia Ave. - N. 25th St. to 115 feet west of N. 25th St. (SM495170054): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $10,000). The total estimated cost for this project including the requested amount is $125,000. This project is anticipated to be completed during the 2018 construction season.
8th Aldermanic District
W. Grant St. - S. 25th St. to S. 30th St. (SM495170059): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $20,000). The total estimated cost for this project including the requested amount is $948,000. This project is anticipated to be completed during the 2018 construction season.
W. Lincoln Ave. - S. 28th St. to S. 31st St. (SM495170060): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost for this project including the requested amount is $326,000. This project is anticipated to be completed during the 2018 construction season.
9th Aldermanic District
West Bradley Road Bioswales: W. Bradley Rd. - N. 51st St. to N. 124th St. (SM499170102): (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $25,000, Additional Funds). The total estimated cost for this project including the requested amount is $400,000. This project is anticipated to be completed during the 2018 construction season.
14th Aldermanic District
E. Euclid Ave. - S. Mabbett Ave. to S. Pennsylvania Ave. (SM495170061): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $154,000. This project is anticipated to be completed during the 2018 construction season.

Further Resolved, That all City Departments are authorized to perform engineering, surveys, plan preparation, and determine an estimated cost thereof; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
