Analysis

Resolution directing the Commissioner of Public Works and Comptroller to enter into an agreement with the Wisconsin Department of Transportation for the development, implementation and funding of traffic control and other safety measures necessary to mitigate traffic diversion on City streets due to construction activity on the Marquette Interchange and Valley Bridge Project in 2017 and 2018.  The traffic control and other safety measures apply to facilities for motor vehicles, pedestrians and bicycles.  The total cost of these measures is $225,000 of which 100 percent is grantor funded.

Body

Whereas, The Wisconsin Department of Transportation will be begin structure and other maintenance work on the Marquette Interchange and Valley Bridge in 2017 and 2018; and

 

Whereas, Construction activity is expected to result in the diversion of traffic on the local street system during this project due to lane and ramp closures on the freeway; and

 

Whereas, Preliminary approval has been received from the Wisconsin Department of Transportation, along with a Project Agreement to be executed by the City of Milwaukee, to provide reimbursement of actual costs for necessary services and items provided by the City for local street vehicular, pedestrian, and bicycle traffic impact mitigation measures in conjunction with freeway construction; and

 

Whereas, The total estimated cost of local street vehicular, pedestrian, and bicycle traffic mitigation measures in 2017 and 2018 is $225,000 of which 100 percent is grantor funded; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and Comptroller are hereby directed to execute the Project Agreement to provide reimbursement of the actual costs for necessary services and items provided by the City for local street vehicular, pedestrian, and bicycle traffic mitigation measures in conjunction with the Marquette Interchange and Valley Bridge Project in 2017 and 2018, copies of which are attached and incorporated in this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the City Engineer is hereby authorized to implement traffic control measures due to traffic diversion onto local streets from the Marquette Interchange and Valley Bridge Project in 2017 and 2018; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield values for the project and transfer to these accounts the amount required under the Project Agreement and City Accounting Policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:
