Substitute resolution relative to application, acceptance and funding of the HUD Lead Hazard Reduction Demonstration Grant from the U.S. Department of Housing and Urban Development (HUD).
Analysis
This resolution authorizes the Health Department to apply for, accept and fund the Lead Hazard Reduction Demonstration Grant from the U.S. Department of Housing and Urban Development (HUD) in the amount of $5,946,202 comprised of $3,997,986 in grantor share and $1,948,216 in City matching funds. The purpose of the project is to make an additional 550 housing units lead-safe and to contract with community-based organizations to support housing and community-based primary prevention of childhood lead poisoning in Milwaukee.
BODY:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Housing and Urban Development to make an additional 550 housing units lead-safe and to support housing and community-based primary prevention of childhood lead poisoning in Milwaukee; and
Whereas, The operation of this grant project from 01/01/09 to 12/31/11 would cost $5,946,202; $3,997,986 (67%) to be provided by the grantor and $1,948,216 (33%) in City matching funds; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the U.S. Department of Housing and Urban Development is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81 and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2009 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Lead Hazard Reduction Demonstration Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amounts required under the grant agreement;

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2009 grant budget funds for training and out-of-town travel by departmental staff;
3. Expend from the 2009 grant budget funds for specific items of equipment;
4. Enter into subcontracts and leases as detailed in the grant budget; and, be it
