Substitute resolution assigning the honorary street name, "Pastor Willie F. Brooks, Sr.," to West Brown Street from North 22nd to North 24th Streets in the 15th Aldermanic District.

This resolution assigns the honorary street name, "Pastor Willie F. Brooks, Sr.," to the 2-block segment of West Brown Street from North 22nd Street to North 24th Street in the 15th Aldermanic District.
Body
Whereas, Pastor Brooks and his faithful wife, Jimmie, steadfastly and unselfishly served the congregants of the Guiding Light Baptist Church and the residents of the surrounding community for 35 years before the Pastor’s lamented passing on July 16, 2008; and
Whereas, Pastor Brooks hosted a prayer breakfast each morning for the men of the Guiding Light community and lovingly reached out to all who struggled to find gainful employment and to overcome addiction through the church’s Drug and Alcohol Rehabilitation Program; and
Whereas, The resolve of women at Guiding Light was reinforced and their spirits uplifted through Pastor Brook’s weekly Moments of Inspiration Program designed to discover how to face and overcome life’s challenges through the Bible; and
Whereas, Pastor Brooks and Guiding Light provided much needed tutoring for neighborhood schoolchildren in the church’s After School Program; and
Whereas, Pastor Brooks and Guiding Light operated a Summer Youth Enrichment Program, facilitated by the Pastor’s wife of 53 years, Jimmie, which provided tutoring and enrichment courses crucial to the wellbeing and success of neighborhood children which included both breakfast and lunch for children who might otherwise go hungry; and
Whereas, Pastor Brooks operated the church’s food pantry which he made available to those in need anytime day or night and would even deliver if recipients who could not pickup the foodstuffs on their own; and
Whereas, Pastor and Mrs. Brooks were known affectionately as Papa and Mama Brooks by virtually everyone in the church and the surrounding neighborhood because of the warm, nurturing, family atmosphere at Guiding Light; and
Whereas, Pastor Brooks was honored with Milwaukee’s Black Excellence Award for outstanding community service and the Men of Valor Award from the Church of God in Christ; and
Whereas, The Guiding Light Baptist Church is located in the 2200 block of West Brown Street and the church’s outreach and programming facility, the Guiding Light Community Youth Center, is located in the 2300 block of West Brown Street; and
Whereas, Section 113-3 of the Milwaukee Code of Ordinances provides a procedure for assigning honorary street names and s. 113-3-6 specifies criteria for the using the names of individuals when assigning honorary street names; and
Whereas, The Common Council finds the honorary naming of the 2-block segment of West Brown Street between North 22nd Street and North 24th Street as “Pastor Willie F. Brooks, Sr.,” meets the code criteria; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the honorary name of “Pastor Willie F. Brooks, Sr.,” be assigned to the 2-block segment of West Brown Street between North 22nd Street and North 24th Street; and, be it
Further Resolved, That signage for this honorary street naming comply with design specifications set by the Department of Public Works; and, be it
Further Resolved, That the petitioner has requested suitable honorary street naming signage be fabricated and installed by the Department of Public Works at a cost to be paid in full by petitioner; and, be it
Further Resolved, That the Department of Public Works shall fabricate and install signage for this honorary street naming within 90 days of adoption of this resolution in compliance with s. 113-3; and, be it
Further Resolved, That petitioner shall notify the Department of Public Works if and when signage for this honorary street naming needs to be replaced and petitioner will fully reimburse the City for any such replacement.
