Title

Substitute resolution relating to the installation of a left-turn traffic signal at the intersection of North 107th Street and West Good Hope Road.

Analysis

This resolution directs the Department of Public Works to install a left-turn signal for northbound North 107th Street traffic turning left onto westbound West Good Hope Road.  It further directs the Department to program the traffic signals at this intersection such that the left-turn signal for northbound 107th Street traffic is in operation only between 6:30 a.m. and 9:00 a.m. and between 4:00 p.m. and 6:00 p.m.  This left-turn signal shall be in operation for a 3-year trial period.

Body

Whereas, Residents of the area in the vicinity of the intersection of North 107th Street and West Good Hope Road have reported difficulties and hazardous conditions when making left turns from northbound 107th Street to westbound Good Hope Road, particularly during hours of peak traffic volumes; and

 

Whereas, The traffic signalization currently in place at this intersection does not provide a left-turn signal for northbound 107th Street traffic turning onto westbound Good Hope Road; and

 

Whereas, A left-turn signal for northbound 107th Street traffic turning left onto westbound Good Hope Road would improve safety for motorists using this intersection; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works is directed to install a left-turn signal (i.e., green arrow, yellow arrow and, if appropriate, red arrow) for northbound North 107th Street traffic turning left onto westbound West Good Hope Road; and, be it

 

Further Resolved, That the Department of Public Works is further directed to program the traffic signals at this intersection such that the left-turn signal for northbound 107th Street traffic is in operation only between 6:30 a.m. and 9:00 a.m. and between 4:00 p.m. and 6:00 p.m.; and, be it

 

Further Resolved, That the Department of Public Works shall make these changes to the traffic signalization at the intersection of North 107th Street and West Good Hope Road within 30 days of the date of adoption of this resolution by the Common Council; and, be it

 

Further Resolved, That this left-turn signal shall operate for a 3-year trial period, unless public safety considerations warrant discontinuation at an earlier date, in which case the Department of Works shall request Common Council permission to remove or deactivate the signal; and, be it

 

Further Resolved, That the Department of Public Works shall study the impacts of the left-turn signal on public safety during the 3-year trial period and provide a report of its findings to the Common Council at the end of the 3-year period.
