Body
WHEREAS, a formal, public Invitation for Bids was issued for Parking Structure Repair at Central Support West as Official Notice Number 57799; and
WHEREAS, multiple advertisements, notifications, and postings were placed at the local and regional levels to stimulate interest of prospective bidders; and
WHEREAS, staff contacted prospective contractors directly to encourage them to consider submitting a bid for the project; and
WHEREAS, despite the efforts enumerated above, only two bids were received; and
WHEREAS, the lower bid was withdrawn by the bidder as incomplete and the remaining bid was significantly and prohibitively over budget and therefore rejected; and
WHEREAS the repairs to the parking structure are needed as soon as possible to avoid continued deterioration of the structure (including its structural integrity) and potential damage to vehicles housed in the structure if repairs are not executed before the upcoming winter season; and
WHEREAS, the lower bidder, Holton Brothers Inc., nonetheless is a reputable firm that demonstrated interest in the project, possesses the specialized expertise required to perform the work, and has performed satisfactorily on previous Housing Authority projects; now, therefore be it
RESOLVED, that in light of the historically robust construction activity in the Milwaukee region, the recent unsuccessful formal/advertised Invitation for Bids, the urgent need for repairs, and the capability and specialized expertise possessed by Holton Brothers Inc., the Secretary-Executive Director or his designee(s) is(are) hereby authorized to negotiate and award a contract to Holton Brothers Inc. for the Parking Structure Repair at Central Support West in an amount not to exceed $360,000, contingent upon successful negotiation (acceptable scope of work, price, schedule, bonding, insurance, Section 3/EBE participation, and other contract conditions), identification of available funding, and HUD approval.
