Title

Resolution amending Resolution File Number 161765 relating to a study to determine the feasibility of deploying emergency communications devices to protect City employees from possible harm during their performance of City duties by extending the reporting deadline.

Analysis

This resolution amends Common Council Resolution File Number 161765, adopted on April 18, 2017, by extending the deadline for the Department of Employee Relations and the Department of Administration to report their findings to the Common Council to October 11, 2017, regarding the feasibility of deploying emergency communications devices to protect City employees from possible harm during their performance of City duties.

Body

 

Whereas, The Common Council adopted Resolution File Number 161765 on April 18, 2017, directing the Department of Employee Relations and the Department of Administration to conduct a study to determine the feasibility of providing emergency communication devices with GPS, panic alarms, and emergency response capabilities and the feasibility of communicating direction with the Police Department to field City employees to protect these employees during the performance of their City duties; and

 

Whereas, The resolution directed the Department of Employee Relations and Department of Administration to report the findings of this feasibility study and make recommendations for deploying such an emergency response system to the Common Council on or before July 31, 2017; and 

 

Whereas, The Department of Employee Relations, Department of Administration, and the City’s Emergency Communication Director continue to investigate the cost of the alternatives that are presented in the report and seek to link the recommendations in the report to the 2018 Budget; and

 

Whereas, Extending the reporting deadline will provide sufficient time for Department of Employee Relations and Department of Administration to thoroughly investigate, analyze, and make recommendations to the Common Council regarding this multi-component issue; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that Common Council File Number 161765 is amended by replacing the first “Further Resolved” clause with the following:

 

“Further Resolved, The Department of Employee Relations and Department of Administration shall report the findings of this feasibility study and make recommendations for deploying such an emergency response system to the Common Council on or before October 11, 2017.”
