Title

Substitute resolution amending Common Council File Number 160739 relating to the expenditure of funds from the Keeping the Promise Special Purpose Account for use in Promise Zones. 

Analysis

This resolution amends the funding allocation plan for the 2017 Keeping the Promise Special Purpose Account by adding the following organizations and activities:

 

                     Employ Milwaukee – Worksite Supervision                                                               $31,061

                     Employ Milwaukee -- Program Enrichment                                                                                                                              

                                            /Community Outreach                                                                                                         $36,668

 

With these additions, all of the $472,000 in 2017 funding for the Keeping the Promise SPA is allocated.

Body

Whereas, The City’s 2017 Budget provides $472,000 in funding for a new Keeping the Promise Special Purpose Account (“SPA”); and

 

Whereas, The purpose of this SPA is to provide resources to improve public safety, employment opportunities, and educational attainment in 7 target neighborhoods (Silver City, Clarke Square, Kosciuszko Park, Amani, Harambee, Garden Homes, and Woodland/ Meadows), 6 of which are in the City’s Promise Zones; and

 

Whereas, The SPA funding will be used to support community-based organizations’ neighborhood clean-up crews and senior citizen homeowner assistance programs, as well as for expanding job-training opportunities through the City’s management trainee program, labor trainees on City capital projects, and Library Circulation Interns; and

 

Whereas, On May 31, 2017, the Common Council adopted File Number 160739, a resolution directing the City Clerk to expend up to $404,271 from the Keeping the Promise Special Purpose Account for payment of Keeping the Promise partners in accordance with a funding allocation plan set forth in the resolution; and

 

Whereas, Following adoption of File Number 160739, $67,729 of the $472,000 2017 Keeping the Promise SPA remains unallocated; and

 

Whereas, The following organizations and activities have been identified for funding with the remaining 2017 Keeping the Promise SPA funds:

Resolved, By the Common Council of the City of Milwaukee, that Common Council File Number 160739 is amended by modifying the final “Whereas” clause as follows:

 

Whereas, The Department of Administration-Community Development Grants Administration has identified the following organizations/programs and funding amounts for support from the Keeping the Promise SPA:
