Analysis
This resolution establishes a Pioneering Innovations Commission to keep abreast of developments in academic research and a broad range of emerging strategies for dealing with societal issues. This Commission shall report regularly to the Common Council.
Body
Whereas, Keeping abreast of developments in academic research and a broad range of emerging strategies for dealing with societal issues has the potential to position the City to take advantage of the latest technological innovation and policy initiatives to operative more effectively and best serve City residents; and
Whereas, The pace of modern change can be so frenetic that keeping abreast of developments in academic research and a broad range of emerging strategies for dealing with societal issues requires consistent and diligent effort; and
Whereas, Establishing a Pioneering Innovations Commission to formally keep abreast of developments in academic research and a broad range of emerging strategies for dealing with societal issues will ensure the City is positioned to take advantage of the latest technological innovation and policy initiatives to operative more effectively and best serve City residents; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that a Pioneering Innovations Commission is created and shall consist of:
1. Seven appointees by the Common Council President as follows:
a) Two members of the Common Council.
b) A representative from the University of Wisconsin-Milwaukee.
c) A representative from Marquette University.
d) A representative from the Milwaukee School of Engineering.
e) A representative from the Medical College of Wisconsin.
f) A representative from the Milwaukee Area Technical College.
2. The Mayor or the Mayor's designee.
3. The Commissioner of Public Works or the Commissioner's designee.

Further Resolved, That the Common Council President shall designate one of the Common Council members appointed to the Pioneering Innovations Commission as chair of the Commission, and one as vice-chair; and, be it
Further Resolved, That the Pioneering Innovations Commission is directed to meet regularly to discuss developments in academic research and a broad range of emerging strategies for dealing with societal issues; and, be it
Further Resolved, That the Pioneering Innovations Commission shall from time to time invite and include in its meetings representatives of the greater academic community, the private sector or others likely to contribute relevant information and insight on topics which may help the Commission keep abreast of developments in academic research and a broad range of emerging strategies for dealing with societal issues; and, be it
Further Resolved, That the Pioneering Innovations Commission shall from time to time invite and include in its meetings representatives of City departments likely to contribute to and benefit from discussions of specific developments in academic research and a broad range of emerging strategies for dealing with societal issues; and, be it
Further Resolved, That the City Clerk's Office shall provide staff support for the Pioneering Innovations Commission; and, be it
Further Resolved, That the Pioneering Innovations Commission shall from time to time, at least once annually, report to the Common Council on developments in academic research and a broad range of emerging strategies for dealing with societal issues relevant to City policy and its operations.
