Title

Substitute resolution relating to acceptance and funding of a Wisconsin Department of Workforce Development grant to support the Building Occupational Skills for Success program at Barack Obama School of Career and Technical Education.

Analysis

This resolution authorizes the Office of the City Clerk to accept and fund a grant from the Wisconsin Department of Workforce Development supporting the Building Occupational Skills for Success program at the Barack Obama School of Career and Technical Education comprised of $200,000 in grantor share (50%) and $200,000 in grant matching funds (50%). The project will help provide students with the skills and tools needed to become future business owners.

Body

Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin - Department of Workforce Development to support the Building Occupational Skills for Success (BOSS) program at a Milwaukee Public Schools campus; and

 

Whereas, The BOSS program is a curriculum designed by the Milwaukee Innovation Network for Education to help provide students with the skills and tools needed to become future business owners; and

 

Whereas, A condition of the grant, as set forth in a budget motion approved by the State Committee on Joint Finance, is that the City provide equal matching funds to support the BOSS program; and

 

Whereas, In collaboration with Milwaukee Public Schools, the BOSS program will be implemented at the Barack Obama School of Career and Technical Education (BOSCTE) in the 2017-18 academic year; and

 

Whereas, The operation of this grant project from 09/05/2017 to 09/04/2018 would cost $400,000, of which $200,000 (50%) would be provided by the grantor and $200,000 (50%) would be provided by City grant matching funds from the Office of Violence Prevention ReCast Milwaukee Project grant; now, therefore be it

 

Further Resolved, By the Common Council of the City of Milwaukee, that acceptance of grant funds in the amount of $200,000 from the State of Wisconsin - Department of Workforce Development to support the Building Occupational Skills for Success (BOSS) program at a Milwaukee Public Schools campus is authorized; and, be it

 

Further Resolved, That the City Clerk shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant parent of the 2017 Special Revenue-Grant and Aid Projects Fund, the following amounts for the program titled Building Occupational Skills for Success Grant:

2.  Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant levels and budget to these Project/Grant values the amount required under the grant agreement; and, be it

 

Further Resolved, That these funds are budgeted to the Office of the City Clerk who is authorized to:

 

1. Expend from the amount appropriated sums for specified purposes as indicated in the grant agreement and incur costs consistent with the award date;

 

2.  Enter into subcontracts as specified in the grant agreement.
