Minutes note: Joe Zimmerman - ROC Productions - submitted handout of the plan to address routing and start time issues. He stated that since the last meeting, the group have worked with police and neighborhood on resolving the concerns. Amy Heppy coordinate volunteers to help the event run smoothly. Scot Johnson - ROC Productions - stated that they reached out to the church leadership and they have changed their position. Nicole Ganakopolis stated that she is the race expert and organizes the pacing teams. Troy Dasenski stated that he is the full-time outreach coordinator. Ald. Bohl recommended that the group reach out to community after the event to ask for feedback and improvement suggestions. He stated that the Marathon should work to eliminate Erie Street in the future. Individuals present in support. Steph Salvia 1228 E Brady St stated that she is in support. Danette Justice worked with the previous Marathon and stated that bringing diversity to the area is a plus. Individual present in opposition: Jeff Donald 541 E Erie St stated that he is in opposition. He stated that the concerns are with the timing of no parking and if there is signage to support this timing. Ald. Bauman stated that he is not in support based on the concerns. Keren Dettmer - DPW stated that the cars towed will receive a decreased fee and towing time will be discussed with the property owners. Ald. Donovan stated that he need to hear from the clergy on their thoughts.

Minutes note: Keren Dettmer - DPW stated that in the past there were issues with payments to the police department and since been paid in full. Joe Zimmerman - ROC Productions Scot Johnson - ROC Productions Rev. Patrick King Our Savior Lutheran & Central City Churchs stated that there is a negative economic impact and is in opposition. Rev. Jeff Haines Cathedral of St. John stated that traffic affects attendance of members and volunteers and is in opposition of the scheduling and route. He stated that it is very disruptive to the church community being that the race is held on a Sunday. Pastor Lisa Bates-Froiland Redeemer Lutheran Church 631 N 19th St. stated she is in opposition and has contacted the organizers on several occassions. She stated that she is disappointed in their response and it opposes a major issue with members getting to church. She stated that the runners pass the church but don't attend church or any businesses in the area and changing the day to a Saturday will not help the negative impact the race will have on the community. Ald. Bauman stated that he is in agreeance with the Clergy present, residents are constricted, and it has a negative impact. Ald. Bohl recommended that the organizers look at a Saturday and reach out to the aldermen whose districts are affected. Ald. Kovac stated that he is in support of the hold and feel that there should be synergy instead of opposition from Pastor Lisa Bates-Froiland. Ald. Bohl moved to Hold to the Call of the Chair to allow applicants time to address concerns. (Prevailed 5-0)

Whereas, Nineteen88 Productions, LLC, a Wisconsin limited liability company, d/b/a The Milwaukee Marathon, whose address is, 510 West Kilbourn Avenue, Floor 2, Milwaukee, WI 53203-1402, filed an electronic special event application (“Initial Application”) to stage on October 15, 2017, a large marathon, half-marathon, 10K, and 5K distance-running event named the 2017 PNC Milwaukee Marathon (“the Event”); and

Whereas, The City and Milwaukee Marathon, Inc., (“MMI”) entered into an Operating Agreement Between the City of Milwaukee and Milwaukee Marathon, Inc. for Staging of Inaugural Milwaukee Running Festival (“2015 Operating Agreement”) and an Operating Agreement Between the City of Milwaukee and Milwaukee Marathon, Inc. for Staging of 2016 Milwaukee Running Festival (“2016 Operating Agreement”); and

Whereas, Nineteen88 Productions, LLC is now exclusively managing the Event and is solely responsible for the marketing of the Event and performance of an Operating Agreement with the City; and

Whereas, The staging of the Event requires significant City resources, particularly Milwaukee Police Department (“MPD”) and Department of Public Works (“DPW”) resources relating to traffic control before, during and after the Event; and

Whereas, DPW does not have sufficient traffic control equipment needed for the Event; and

Whereas, By Resolution 141123, adopted on November 25, 2014, the Common Council found that City taxpayers should not bear the costs of City services provided to support the Event, but, rather, that the City should fully recover those costs from the event organizer; and
