Approving an amendment to the RAD Project-Based Voucher Portion of the Section 8 Administrative Plan to Correspond with HUD's Revision to the RAD Notice Revision Number 3

Body
WHEREAS, the Housing Authority of the City of Milwaukee (HACM) administers the federally-funded Section 8 Housing Choice Voucher Program and Section 8 Project-based Voucher Program; and
WHEREAS, The Board of Commissioners of HACM approved a Section 8 Administrative Plan on August 8, 2016; and
WHEREAS, at that time the Department of Housing and Urban Development (HUD) placed a cap on the number of project based units in a building at 50% unless the units were “Excepted Units,” which are units designated elderly, disabled or offered supportive services; and
WHEREAS, HUD revised the Rental Assistance Demonstration (RAD) regulations HUD PIH Notice 2012-32 Rev. 3 on January 12, 2017, removing the “Excepted Units” requirement and allowing a building to now be 100% RAD project-based; now, therefore, be it
RESOLVED, by the Commissioners of the Housing Authority of the City of Milwaukee that the proper officers of the Authority be and hereby are authorized to amend the Section 8 Administrative Plan as necessary to conform to HUD’s January 12, 2017 revision.
