Substitute resolution authorizing the Department of Public Works to contract with Groundwork Milwaukee to revitalize and provide programming on existing pocket park and community garden sites in designated Promise Zones using funding from the Vacant Lot Challenge Special Purpose Account.
Analysis
This resolution authorizes the Department of Public Works to enter into a contract with Groundwork Milwaukee, a community-based organization, to enhance existing community gardens on City vacant lots, conduct community educational programming on gardening and wellness, and support a community garden cluster project to ensure surplus food grown on community gardens is collected and distributed. Activities under this contract shall be targeted to designated Promise Zones, and this contract shall be funded through the Vacant Lot Challenge Special Purpose Account.

The contract shall include 2 grants, not exceeding $2,500 each, to support vacant-lot revitalization efforts of the Clarke Square Neighborhood Initiative, Inc. and PeppNation Sports Leadership Camps.

Whereas, The 2015 City Budget created the Vacant Lot Challenge Special Purpose Account (SPA) under the administration of the Department of Public Works, and provided $50,000 to fund this SPA; and

Whereas, The Vacant Lot Challenge SPA was established to help fund various social service, health and other community-building programs in Milwaukee Promise Zones to address socio-economic disparities in the city; and

Whereas, Contracting with Groundwork Milwaukee using funds from the Vacant Lot Challenge SPA is expected to revitalize vacant-lot initiatives in City Promise Zones; and
