Title
Substitute resolution authorizing the Department of Administration to accept and expend grant funding from the Living Cities organization for a program relating to inclusion and equity in municipal procurement.
Analysis
This resolution authorizes the Department of Administration to accept and expend grant funds in the amount of $100,000 from the Living Cities organization to promote greater economic opportunity for low-income Milwaukeeans. Milwaukee was selected to be a member of the fourth cohort (or group) of the “City Accelerator,” which will focus on procurement for inclusive economic opportunity.

Whereas, The City of Milwaukee continuously seeks to increase the economic inclusion of its low-income residents; and
Whereas, The City intends to intensify its efforts to partner with entrepreneurs to increase small business participation in City contracting; and
Whereas, According to its website, Living Cities “is an innovative philanthropic collaborative of the world’s largest foundations and financial institutions (who are) working together to dramatically improve the economic well-being of low-income people in cities”; and
Whereas, Living Cities’ 18 member institutions include:

• Bank of America
• Bill & Melinda Gates Foundation
• Citi Foundation

• The John D. and Catherine T. MacArthur Foundation

Whereas, The City was invited to apply to the Living Cities organization to join the fourth cohort of the “City Accelerator,” focusing on procurement for inclusive economic opportunity; and
Whereas, The City filed a Letter of Intent on April 24, 2017, to join the fourth cohort of the “City Accelerator” with the Living Cities organization; and
Whereas, The City was selected to participate in the fourth cohort of the “City Accelerator” by Living Cities on May 23, 2017; and
Whereas, The Living Cities organization has awarded $100,000 grants to five cities including Charlotte, Chicago, Los Angeles, Memphis and Milwaukee, to increase the diversity of vendors providing goods and services to those municipalities; and
Whereas, The Living Cities organization will also provide coaching, technical assistance, and implementation resources during the grant period to help the City to attract diverse vendors to conduct business with the City; and
Whereas, The operation of this grant program from September 1, 2017, through May 31, 2018, will cost $100,000, entirely provided by the grantor, with no City-share; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration is authorized to accept a $100,000 grant from the Living Cities organization for participation in the fourth cohort of the “City Accelerator”; and, be it
Further Resolved, That these grant funds shall be accepted and expended without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant parent of the 2017 Special Revenue-Grant and Aid Projects Fund, the following amounts for the program titled City Accelerator Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project levels, budget to these Project/Grant values the amounts required under the grant agreement; and, be it
Further Resolved, That these funds are budgeted to the Department of Administration - Purchasing Division, which is authorized to:
1. Expend from the amount appropriated sums for the specified purposes, as indicated in the grant agreement and incur costs consistent with the award date;
2. Expend from the 2017 grant budget funds for training and out-of-town travel by departmental staff; and,
3. Enter into subcontracts as detailed in the grant budget.
