Title

Analysis

This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held.  The resolution authorizes the levying of special assessments and directs the installation and construction of said public improvements.  The City cost of these projects approved by this resolution is estimated to be $1,348,600.  The total estimated cost of these projects is $1,567,000.

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions, determining it necessary and in the public interest to construct and levy special assessments for the following improvements:

 

1st Aldermanic District

 

N. 42nd St. - W. Thurston Ave. to W. Florist Ave. (ST211170115):  Install traffic calming speed hump(s).  (Assessable Reconstruction Paving Fund -- $18,000; Nonassessable Reconstruction Paving Fund -- $2,000).  The total estimated cost for this project including the requested amount is $20,000.  This project is anticipated to be completed during the 2017 construction season.

 

2nd Aldermanic District

 

W. Carmen Ave. - N. 72nd St. to N. 73rd St. (ST211170130):  Install traffic calming speed hump(s).  (Assessable Reconstruction Paving Fund -- $3,400; Nonassessable Reconstruction Paving Fund -- $3,600).  The total estimated cost for this project including the requested amount is $7,000.  This project is anticipated to be completed during the 2017 construction season.

 

N. 75th St. - W. Beckett Ave. to W. Marion St. (ST211170184):  Install traffic calming speed hump(s).  (Assessable Reconstruction Paving Fund -- $8,000; Nonassessable Reconstruction Paving Fund -- $2,000).  The total estimated cost for this project including the requested amount is $10,000.  This project is anticipated to be completed during the 2017 construction season.

N. Maryland Ave. - N. Prospect Ave. to E. Newberry Blvd. (ST211160108) File Number 150115:  Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (11-foot width of tree border area), and grading.  (Assessable Reconstruction Paving Fund -- $95,000; Nonassessable Reconstruction Paving Fund -- $410,000).  The total estimated cost for this project including the requested amount is $550,000.  This project is anticipated to be completed during the 2017 construction season.

 

5th Aldermanic District

 

Alley between W. Auer Ave., W. Concordia Ave., N. 87th St., and N. 88th St. (ST212010143) File Number 150846:  Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, storm drainage facilities, and permeable pavement where necessary.  (Assessable Alley Paving Fund -- $50,000; Nonassessable Alley Paving Fund -- $64,000).  The total estimated cost for this project including the requested amount is $180,000.  This project is anticipated to be completed during the 2017 construction season.

 

Alley between W. Chambers St., W. Locust St., N. 76th St., and N. 77th St. (ST212060105) File Number 141118:  Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, storm drainage facilities, and permeable pavement where necessary.  (Assessable Alley Paving Fund -- $50,000; Nonassessable Alley Paving Fund -- $64,000).  The total estimated cost for this project including the requested amount is $180,000.  This project is anticipated to be completed during the 2017 construction season.

 

6th Aldermanic District

 

N. 6th St. - W. Fiebrantz Ave. to a point north of W. Fiebrantz Ave. (ST211120101) File Number 121751:  Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (7-foot width of tree border area), and grading.  (Assessable Reconstruction Paving Fund -- $5,600; Nonassessable Reconstruction Paving Fund -- $61,000).  The total estimated cost for this project including the requested amount is $80,000.  This project is anticipated to be completed during the 2017 construction season.

 

8th Aldermanic District

 

S. 30th St. - W. Lapham Blvd. to W. Orchard St. (ST211170189):  Install traffic calming speed hump(s).  (Assessable Reconstruction Paving Fund -- $8,000; Nonassessable Reconstruction Paving Fund -- $2,000).  The total estimated cost for this project including the requested amount is $10,000.  This project is anticipated to be completed during the 2017 construction season.

 

S. 31st St. - W. Grant St. to W. Becher St. (ST211170188):  Install traffic calming speed hump(s).  (Assessable Reconstruction Paving Fund -- $8,000; Nonassessable Reconstruction Paving Fund -- $2,000).  The total estimated cost for this project including the requested amount is $10,000.  This project is anticipated to be completed during the 2017 construction season.

 

9th Aldermanic District

 

W. Woolworth Ave. - 400 feet m/l west of N. 51st St. to 200 feet m/l west of N. 56th St. (ST211150104) File Number 161438:  Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, no new walk installation, sodding (5-foot width of tree border area), and grading.  (Assessable Reconstruction Paving Fund -- $67,000; Nonassessable Reconstruction Paving Fund -- $375,000).  The total estimated cost for this project including the requested amount is $470,000.  This project is anticipated to be completed during the 2017 construction season.

 

N. 84th St. - W. Brentwood Ave. to W. Green Tree Rd. (ST211170183):  Install traffic calming speed table(s).  (Assessable Reconstruction Paving Fund -- $22,000; Nonassessable Reconstruction Paving Fund -- $28,000).  The total estimated cost for this project including the requested amount is $50,000.  This project is anticipated to be completed during the 2017 construction season.

Whereas, The report of the Commissioner of Public Works has been filed with the City Clerk; and

 

Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works’ Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it

 

Further Resolved, That said Commissioner of Public Works is authorized and directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it

 

Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That projects:  N. 42nd St. (ST211170115), W. Carmen Ave. (ST211170130), N. 75th St. (ST211170184), N. Maryland Ave. (ST211160108), Alley W. Auer Ave. (ST212010143), Alley W. Chambers St. (ST212060105), N. 6th St. (ST211120101), S. 30th St. (ST211170189), S. 31st St. (ST211170188), W. Woolworth Ave. (ST211150104), and N. 84th St. (ST211170183) will be billed after January 1, 2019, but not before 12 months after the project contract has been completed.
