Resolution to revise the Local Force Account Contract with the Wisconsin Department of Transportation relative to the cost participation for the installation of traffic control devices in conjunction with the Federal/State Aid paving of North 20th Street from West Highland Avenue to West North Avenue in the 4th and 15th Aldermanic Districts with an increase of $15,816.60, or 16%, for a new total of $113,039.73, with one hundred percent of the total cost funded by the Wisconsin Department of Transportation.
Analysis
This resolution authorizes the Commissioner of Public Works and Comptroller to amend the agreement previously authorized by Common Council File number 061405, which authorized the Commissioner of Public Works and the Comptroller to enter into a funding agreement with the Wisconsin Department of Transportation (WisDOT) for the installation of traffic control devices in conjunction with the Federal/State Aid paving of North 20th Street from West Highland Avenue to West North Avenue in the 4th and 15th Aldermanic Districts. The original Department of Public Works estimate did not include the cost of emergency vehicle preemption equipment purchased by the Milwaukee Fire Department prior to 2007. The additional equipment will now be purchased by the Department of Public Works and results in the estimated costs for the traffic control devices rising $15,816.60, or 16%, for a new total of $113,039.73, with one hundred percent of the total cost funded by the Wisconsin Department of Transportation.

Whereas, The Common Council has previously approved file number 061405, which authorized the Commissioner of Public Works and the Comptroller to enter into a funding agreement with the Wisconsin Department of Transportation (WisDOT) for the installation of traffic control devices in conjunction with the Federal/State Aid paving of North 20th Street from West Highland Avenue to West North Avenue in the 4th and 15th Aldermanic Districts; and
Whereas, The cost of emergency vehicle preemption signal equipment purchased by the Milwaukee Fire Department for use by the Department of Public Works was not included in the original estimate for the project; and
Whereas, The increased costs for this project are greater than ten percent of the previously authorized amount, which requires further approval by the Common Council; and
Whereas, The revised estimated cost is $113,039.73, an increase of $15,816.60, or 16%, over the original estimated cost of $97,223.13 for the installation emergency vehicle preemption traffic signal equipment; and
Whereas, One hundred percent of the participating project cost, or $113,039.73, is reimbursable from the WisDOT; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to amend the funding agreement with WisDOT for the installation of traffic control devices in conjunction with the Federal/State Aid paving of North 20th Street from West Highland Avenue to West North Avenue in the 4th and 15th Aldermanic Districts a copy of which is attached to this resolution, and is incorporated into this resolution as though set forth in full; and, be it
Further Resolved, That upon approval of this amendment, the Commissioner of Public Works is directed to install the additional traffic control devices in conjunction with the Federal/State Aid paving of North 20th Street from West Highland Avenue to West North Avenue in the 4th and 15th Aldermanic Districts; and, be it
Further Resolved, That upon approval of this amendment, the City Comptroller is hereby authorized to transfer to these accounts the additional amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater as follows:
