Title
Substitute resolution implementing recommendations of the Comptroller's Audit of the City of Milwaukee Recycling Program.

Analysis
This resolution directs the Department of Public Works and other City departments to implement various recommendations of the Comptroller’s “Audit of the City of Milwaukee Recycling Program”.The resolution also creates a task force, as recommended by the audit, to conduct a comprehensive study of the fiscal and operational impacts of a conversion to single stream recycling in the City of Milwaukee. The task force shall submit its findings and recommendations to the Common Council within 180 days of adoption of this resolution and shall thereafter be dissolved.

Body
Whereas, In June 2008, the Comptroller submitted to the Common Council an “Audit of the City of Milwaukee Recycling Program”; and

Whereas, The objectives of the audit included determining the cost and tax levy associated with the recycling program, evaluating program performance and efficiency, evaluating program compliance with applicable State statutes and City ordinances, and identifying opportunities to improve the performance and efficiency of the program; and

Whereas, The audit includes recommendations regarding improving program utilization, including requiring curb-side set-out of recycling carts in neighborhoods without alleys, scheduled collection in all neighborhoods, enforcement of the City’s recycling ordinance, and an examination of a single stream recycling program; and

Whereas, The Common Council finds that it is in the city's best interest to implement the audit’s recommendations to ensure that the City’s recycling operations are conducted in the most efficient and cost-effective manner; now, therefore, be it
