Title

Substitute resolution directing the Department of Administration - Intergovernmental Relations Division to oppose any attempt to reduce Community Development Block Grant and other funding provided to cities by the U.S. Department of Housing and Urban Development.

Analysis

This resolution expresses the City of Milwaukee’s opposition to any attempt to reduce Community Development Block Grant and other funding provided to cities by the U.S. Department of Housing and Urban Development. The Department of Administration - Intergovernmental Relations Division is directed to include the substance of this resolution in the City of Milwaukee's Federal Legislative Package for the 115th United States Congress and to actively oppose any attempt to reduce Community Development Block Grant and other funding provided to cities by the U.S. Department of Housing and Urban Development.

 

The City Clerk shall send copies of this resolution to the President of the United States, all members of Wisconsin's Congressional delegation, the head of the U.S. Department of Housing and Urban Development, all members of the Wisconsin Legislature, the Governor of Wisconsin, all members of the Milwaukee County Board of Supervisors and the Milwaukee County Executive.

Body

Whereas, The U.S. Department of Housing and Urban Development (HUD)

administers various community development entitlement funding programs, including the Community Development Block Grant (CDBG) program, which provide funds to municipalities and other units of government around the country to develop viable urban communities by providing decent housing, suitable living environments and expanded economic opportunities; and

 

Whereas, The City of Milwaukee’s eligibility for HUD community development entitlement funding for 2017 was estimated at $20,295,704, which includes the CDBG program ($14,300,000), the HOME Investment Partnership program ($4,200,000), the Emergency Solutions Grants program ($1,200,000) and the Housing Opportunities for Persons With AIDS program ($595,704); and

 

Whereas, Milwaukee allocates CDBG and other HUD grant funds to support a variety of important local initiatives, including brownstone redevelopment, community prosecution units, driver’s license recovery, homeless shelters, rental assistance, affordable housing production, Milwaukee Promise, the Neighborhood Improvement Program, lead paint abatement, transitional jobs programs, Earn and Learn and the Milwaukee Builds program; and

 

Whereas, Any attempt to reduce CDBG and other HUD grant funding would negatively impact the City’s efforts to build strong neighborhoods, improve access to affordable housing and expand economic opportunities for residents; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the City of Milwaukee opposes any attempt to reduce Community Development Block Grant and other funding provided to cities by the U.S. Department of Housing and Urban Development; and, be it

 

Further Resolved, That the Department of Administration - Intergovernmental Relations Division shall include the substance of this resolution in the City of Milwaukee's Federal Legislative Package for the 115th United States Congress; and, be it

 

Further Resolved, That the Department of Administration - Intergovernmental Relations Division is directed to actively oppose any attempt to reduce Community Development Block Grant and other funding provided to cities by the U.S. Department of Housing and Urban Development, and to work closely with advocacy groups, federal legislators and other federal officials who share the same goals; and, be it

 

Further Resolved, That the Department of Administration - Intergovernmental Relations Division shall encourage other local units of government within Milwaukee County and across the State of Wisconsin, and state and national organizations that focus on the importance of strengthening urban neighborhoods, to adopt similar resolutions; and, be it

 

Further Resolved, That the City Clerk shall send copies of this resolution to the President of the United States, all members of Wisconsin's Congressional delegation, the head of the U.S. Department of Housing and Urban Development, all members of the Wisconsin Legislature, the Governor of Wisconsin, all members of the Milwaukee County Board of Supervisors and the Milwaukee County Executive.
