Title

Substitute resolution relative to acceptance and funding of a Green Solutions grant from the Milwaukee Metropolitan Sewerage District for the installation of stormwater management features at the proposed Fondy Park, 2210 W. Fond du Lac Avenue in the 15th Aldermanic District.

Analysis

This resolution authorizes the Department of Administration-Environmental Collaboration Office to accept and expend a grant of $30,000 from the Milwaukee Metropolitan Sewerage District’s Green Solutions Fund to add stormwater management features to a City-owned vacant lot located next to the Fondy Farmers Market.

Body

 

Whereas, The Environmental Collaboration Office has partnered with the Department of Public Works and Department of City Development to identify projects that meet City’s stormwater management goals; and

 

Whereas, Metropolitan Milwaukee Sewerage District (Green Solutions Fund) wants to promote the installation of green infrastructure at City-managed facilities; and

 

Whereas, During wet-weather events, stormwater directly enters surface waters, increasing pollution levels in those waterways and increasing the risk of flooding; and

 

Whereas, Green infrastructure, such as constructed wetlands, rain gardens, green and blue roofs, bioswales, and porous pavement, reduces the volume of stormwater in the sewerage system and the amount of pollutants discharged to surface waters; and

 

Whereas, The Environmental Collaboration Office and its partners want to promote the installation of green infrastructure as described in the City of Milwaukee's Refresh Milwaukee sustainability plan; and

 

Whereas, The City of Milwaukee plans to install green infrastructure as part of a broader effort to convert a blighted City-owned vacant lot at 2210 West Fond du Lac Avenue into a community asset; and

 

Whereas, The operation of this grant runs from the date of approval to final payment, or 12/31/2018, and would cost $30,000, of which $30,000 (100%) would be provided by the grantor and $0 (0%) would be provided by the City; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that Department of Administration-Environmental Collaboration Office is authorized to accept a $30,000 grant from the Milwaukee Metropolitan Sewerage District’s Green Solutions Fund for design and construction of stormwater management features and educational outreach for the City-owned vacant lot at 2210 West Fond du Lac Avenue, and is authorized to expend this grant without further approval unless the terms of the grant change as indicated in s. 304-84 of the code of ordinances; and, be it

 

Further Resolved, That the Environmental Collaboration Office and its partner, the Department of Public Works,  are authorized to hire design, engineering, and construction services in conjunction with this grant project following all procedures and policies set forth for City purchases of services; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1. Commit funds within the Project/Grant Parent of the 2017 Special Revenue - Grant and Aid Projects Fund, the following amount for the project titled Fondy Stormwater Park-Green Solutions Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels and budget against these Project/Grant values the amount required under the grant agreement; and, be it

 

Further Resolved, That these funds are budgeted to Department of Administration-Environmental Collaboration Office, which is authorized to:

 

1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and

2. Enter into subcontracts as detailed in the grant budget.
