Title
Substitute resolution authorizing the transfer of funds from the Capital Improvements-Advance Planning Fund account to a subaccount for the preparation of a design charrette for the Harambee Five Points Exchange commercial district, in the 6th Aldermanic District.
Analysis
This substitute resolution transfers $10,000 in funds from the 2017 Capital Improvements-Advance Planning Fund account into a subaccount for a design charrette for the Harambee Five Points Exchange commercial district.
Body
Whereas, On September 1, 2009, the Common Council of the City of Milwaukee (“Common Council”) approved the Northeast Side Area Plan as one of the components of the Comprehensive Plan; and
Whereas, The City of Milwaukee (“City”) Department of City Development (“DCD”) is working with the Harambee Five Points Exchange commercial district property owners and other area stakeholders, including residents and business owners, to redevelop and reinvent the commercial district and surrounding neighborhood focused on the Five Points Exchange of King, Keefe, Atkinson, Port Washington and North Sixth, strengthen the commercial core and prioritize architectural, urban design and streetscape improvements, including exploring redevelopment and design solutions for specific, underutilized sites within the Harambee Five Points Exchange commercial district; and
Whereas, The Riverworks Center has been engaged in planning for the Harambee neighborhood and the Five Points Exchange commercial district, as a focal point within the Harambee neighborhood, and will participate along with the Historic King Drive Business Improvement District in a design charrette coordinated by the University of Wisconsin-Milwaukee’s Community Design Solutions (“CDS”), focusing on five to six high-priority commercial corridor redevelopment sites; and
Whereas, CDS has conducted several design charrettes in neighborhoods and commercial districts throughout Milwaukee that have led to the redevelopment of properties; and
Whereas, The City typically provides a financial match to community partners conducting these design charrettes; and
Whereas, The design charrette will provide a vision for redevelopment of high-priority, underutilized sites within the Five Points Exchange commercial district, including exploring potential changes in land use; and
Whereas, The results of the charrette, upon completion, will be a first step in the implementation of Catalytic Project 1F: Five Points Exchange (page 140) in the Northeast Side Area Plan; and
Whereas, The current unencumbered balance in the Capital Improvements-Advance Planning Fund cannot be expended unless the funds are transferred to a specific subaccount; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is directed to transfer the amount of $10,000 from the Capital Improvements-Advance Planning Fund Account No. 1910-UR01217000A to be allocated to the Harambee Charrette Subaccount No. 1910-UR01280144 to be used by DCD for a design charrette in the amount of $10,000; and, be it
Further Resolved, That DCD is directed to enter into such contracts and agreements, as necessary, for the design charrette for the Harambee Five Points Exchange commercial district in the Northeast Side Area Plan.
