Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $309,000 for a total estimated cost of these projects being $2,362,000.
Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable. After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council. The City cost for engineering these projects is estimated to be $309,000 with the total cost estimated to be $2,362,000.

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
1st Aldermanic District
North 27th Street Bioretention Maintenance: N. 27th St. - W. Capitol Dr. to W. Roosevelt Dr. (SM499170101): (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $1,000). The total estimated cost for this project including the requested amount is $46,000. This project is anticipated to be completed during the 2017 construction season.
N. 31st St. (extended) - W. Rohr Ave. (extended) to 175 feet m/l north of W. Rohr Ave. (SM495170019): Relaying sanitary sewer. (Nonassessable Sewer Maintenance Relay Fund -- $10,000). The total estimated cost for this project including the requested amount is $70,000. This project is anticipated to be completed during the 2018 construction season.
N. 41st St. - W. Hampton Ave. to W. Stark St. (SM495170020): Relaying sanitary sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $161,000. This project is anticipated to be completed during the 2018 construction season.

W. Finn Pl. - 125 feet m/l west of N. Teutonia Ave. to N. 20th St. (SM495170021): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $100,000. This project is anticipated to be completed during the 2018 construction season.
W. Groeling Ave. - N. 13th St. to N. 14th St. (SM495170022): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $152,000. This project is anticipated to be completed during the 2018 construction season.
E. North Ave. at N. Palmer St. (ST211170194): Install traffic calming devices - curb push out. (Nonassessable Reconstruction Paving Fund -- $10,000). The total estimated cost for this project including the requested amount is $60,000. This project is anticipated to be completed during the 2017 construction season.
N. Teutonia Ave. - 175 feet southeast of W. Ring St. to W. Capitol Dr. (Various Locations) (SM495170027): Relaying combined sewer and storm sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost for this project including the requested amount is $675,000. This project is anticipated to be completed during the 2018 construction season.
N. 11th St. - W. Keefe Ave. to W. Finn Pl. (SM495170016): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $126,000. This project is anticipated to be completed during the 2018 construction season.
N. 14th St. - 380 feet m/l south of W. Ring St. to W. Concordia Ave. (SM495170017): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $176,000. This project is anticipated to be completed during the 2018 construction season.
N. 18th St. - N. Teutonia Ave. to W. Keefe Ave. (SM495170025): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $178,000. This project is anticipated to be completed during the 2018 construction season.
N. 19th St. - N. Teutonia Ave. to W. Finn Pl. (SM495170026): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $128,000. This project is anticipated to be completed during the 2018 construction season.

W. Concordia Ave. - N. 24th St. to alley west of N. 24th St. (SM495170024): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $10,000). The total estimated cost for this project including the requested amount is $48,000. This project is anticipated to be completed during the 2018 construction season.
N. 44th St. - W. Fiebrantz Ave. to W. Hope Ave. (SM495170023): Relaying storm sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $147,000. This project is anticipated to be completed during the 2018 construction season.
11th Aldermanic District
S. 57th St. - 160 feet m/l north of W. Holt Ave. to Lyons Creek Outfall (SM495170018): Relaying storm sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $85,000. This project is anticipated to be completed during the 2018 construction season.
12th Aldermanic District
S. Water St. - South of E. Florida St. (ST211170195): Railroad track removal. Replace pavement as necessary. (Nonassessable Reconstruction Paving Fund -- $5,000). The total estimated cost for this project including the requested amount is $60,000. This project is anticipated to be completed during the 2017 construction season.
Various Aldermanic Districts
Moveable Bridge Upgrades (BR100170106): Moveable Bridge mechanical, hydraulic and electrical upgrades. (City Share Non-assessable Structure Fund -- $150,000). The total estimated cost for this project is $150,000. This project is anticipated to be completed during the 2017-2018 construction season.

Further Resolved, That all City Departments are authorized to perform engineering, surveys, plan preparation, and determine an estimated cost thereof; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
