Analysis

This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held.  The resolution authorizes the levying of special assessments and directs the installation and construction of said public improvements.  The City cost of these projects approved by this resolution is estimated to be $5,710,198.08.  The total estimated cost of these projects is $5,770,198.08.

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions, determining it necessary and in the public interest to construct and levy special assessments for the following improvements:

 

1st Aldermanic District

 

N. 16th St. - W. Capitol Dr. to W. Fiebrantz Ave. (ST211170134):  Install traffic calming speed hump(s).  (Assessable Reconstruction Paving Fund -- $5,300; Nonassessable Reconstruction Paving Fund -- $2,000).  The total estimated cost for this project including the requested amount is $7,300.  This project is anticipated to be completed during the 2017 construction season.

 

N. 38th St. - W. Villard Ave. to W. Rohr Ave. (ST211170113):  Install traffic calming speed hump(s).  (Assessable Reconstruction Paving Fund -- $6,300; Nonassessable Reconstruction Paving Fund -- $2,000).  The total estimated cost for this project including the requested amount is $8,300.  This project is anticipated to be completed during the 2017 construction season.

 

2nd Aldermanic District

 

W. Spencer Pl. - W. Armitage Ave. to W. Melvina St., N. 64th St., and N. 65th St. (ST212160102) File number 141118:  Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities where necessary.  (Assessable Alley Paving Fund -- $53,500; Nonassessable Alley Paving Fund -- $51,500).  The total estimated cost for this project including the requested amount is $117,000.  This project is anticipated to be completed during the 2017 construction season.

11th Aldermanic District

 

S. 60th St. - W. Cold Spring Rd. to W. Morgan Ave. (ST320140501) File Number 140427:  Concrete pavement reconstruction, replace all curb and gutter, replace sidewalk and driveway approaches where necessary, sodding (6-foot width of tree border area), and grading.

(ST211150168) File Number 151519:  Asphalt pavement overlay and replace concrete walk as necessary.  (Assessable Reconstruction Paving Fund -- $1,000; Nonassessable Reconstruction Paving Fund -- $56,000).  The total estimated cost for this project including the requested amount is $75,000.  This project is anticipated to be completed during the 2017 construction season.

 

12th Aldermanic District

 

S. 8th St. - W. Madison St. to W. Scott St. (ST211170175):  Install traffic calming speed hump(s).  (Assessable Reconstruction Paving Fund -- $2,200; Nonassessable Reconstruction Paving Fund -- $5,000).  The total estimated cost for this project including the requested amount is $7,200.  This project is anticipated to be completed during the 2017 construction season.

 

Alley between W. Burnham St., W. Rogers St., S. 12th St., and S. 13th St. (ST212160116) File Number 150115:  Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities where necessary.  (Assessable Alley Paving Fund -- $38,000; Nonassessable Alley Paving Fund -- $42,000).  The total estimated cost for this project including the requested amount is $90,000.  This project is anticipated to be completed during the 2017 construction season.

 

13th Aldermanic District

 

W. Denis Ave. - S. 14th St. to S. 15th Pl. (ST211150153) File Number 140037:  Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (9-foot width of tree border area), and grading.  (Assessable Reconstruction Paving Fund -- $19,000; Nonassessable Reconstruction Paving Fund -- $151,000).  The total estimated cost for this project including the requested amount is $190,000.  This project is anticipated to be completed during the 2017 construction season.

Whereas, The report of the Commissioner of Public Works has been filed with the City Clerk; and

 

Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works’ Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it

 

Further Resolved, That said Commissioner of Public Works is authorized and directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it

 

Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it

 

Further Resolved, That the City Engineer and the Commissioner of Public Works are hereby authorized to negotiate and enter into an agreement with the State of Wisconsin, Department of Transportation for the City to undertake construction management duties on the following project:  S. 60th St. (ST3201405XX); and, be it

 

Further Resolved, That the City Engineer is authorized to approve and make periodic payments to the State of Wisconsin, Department of Transportation after receipt of invoices from said State for the city’s share of the costs for said project:  S. 60th St. (ST3201405XX); and, be it

 

Further Resolved, That upon the completion of project:  S. 60th St. (ST3201405XX) and a determination of the actual costs, it is understood that if the City of Milwaukee’s share is less than the amount previously paid, the difference will be refunded to said City; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That projects:  N. 16th St. (ST211170134), N. 38th St. (ST211170113), W. Spencer Pl. (ST211170178), Alley W. Capitol Dr. (ST212160102), N. 34th St. (ST211170157), S. 60th St. (ST320140501), S. 71st St. (ST211150168), S. 8th St. (ST211170175), Alley W. Burnham St. (ST212160116), and W. Denis Ave. (ST211150153) will be billed after January 1, 2019, but not before 12 months after the project contract has been completed.
