Title
A substitute ordinance revising certain licensing regulations for the purposes of correcting errors, clarifying language and eliminating obsolete provisions.

Analysis
This ordinance makes the following changes:
1. Specifies who is required to sign new and renewal license applications under ch. 85 of the code.
2. Clarifies the type of tow truck required to bear identifying signs under ch. 93 of the code.
3. Removes outdated references to electrical licenses.
4. Changes the late renewal application fee for hotels, motels, and rooming houses from $75 to $25, to be consistent with recent code changes.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 85-12-2-0 of the code is amended to read:
85-12. Contents of Application.
2. WHEN APPLICANT IS A BUSINESS. An application for a new license shall be signed [[and certified]] by [[a majority of the owners of the business entity]] >>the sole proprietor, each partner, the agent and a majority of the owners of the business entity, or the agent and a corporate officer<<. A renewal application shall be signed [[and certified by at least one owner]] >>by the sole proprietor, one partner, or the agent<<. Each type of application shall contain the following information:
Part 2. Section 93-45-1-b of the code is amended to read:
93-45. Operating Regulations for Recycling, Salvaging or Towing Vehicles.
1. LICENSE STICKERS AND SIGNAGE.
b. Each motor vehicle used for business purposes by a licensed recycling, salvaging or towing business shall bear identifying signs printed or affixed to both sides of the vehicle. Identifying signs shall include the name of the business or person operating the vehicle, a valid telephone number for the business or person operating the vehicle, and the phrase, “RST License No.” together with the number of the license, all located in a prominent position in letters not less than 2 inches in height. Except for a tow truck >>performing non-consensual towing<<, a commercial motor vehicle bearing a U.S. department of transportation number filed and registered with the federal motor carrier safety administration shall be exempt from the signage requirements of this paragraph.
Part 3. Section 95-14-2-b-1 of the code is amended to read:
95-14. Home Improvement Contractor and Salesperson Licenses.
2. LICENSE REQUIRED.
b. Exemptions. b-1. [[Licensed master plumbers]] >>A master plumber<< licensed under the statutes of the state of Wisconsin [[and]] >>or<< [[licensed]] >>an<< electrical [[contractors]] >>contractor<< licensed [[by the city]] >>under the statutes of the state of Wisconsin<< need not obtain >>a<< [[contractors’]] >>contractor’s<< [[and]] >>or a<< [[salespersons’]] >>saleperson’s<< license, but shall in all other respects comply with this section.
Part 4. Section 200-33-11-w of the code is amended to read:
200-33. Fees.
11. ELECTRICAL INSTALLATIONS AND REPAIRS.
w. Reinspection fee (assessed on second inspection for compliance and each additional inspection after the second): $75. Failure to pay reinspection fees after one notice may result in [[suspension or revocation of the electrical license by the commissioner]] >>the withholding of future permits<<.
Part 5. Section 200-33-26-f of the code is amended to read:
26. LICENSED DWELLING FACILITIES.
f. The fee for the processing of a late license renewal application for each licensed dwelling facility shall be $75 >>,except for late license renewal applications for hotels, motels and rooming houses, which shall be $25<<. (See s. 275-20.)
