Title
Substitute resolution authorizing $600,000 in Contingent Borrowing for Flow Reduction Projects capital program in the Sewer Maintenance Fund.

Analysis
The 2005 City Budget authorized $1,206,000 in borrowing authority to fund Flow Reduction Projects in the Sewer Maintenance Fund. This capital program was intended to reduce peak stormwater flows into the sewer system and reduce the risk of sewer overflows. These funds were intended for four projects: downspout disconnections, foundation footing drain disconnections, catch basin inlet restrictors, and roof restrictors. The foundation footing drain disconnection pilot project and downspout disconnection pilot project were not completed to the expected scale due a lack of property owner interest. The borrowing authorization of these funds will expire at the end of 2008. This resolution authorizes $600,000 of 2009 Contingent Borrowing authority. Authorized funds are intended to correct sanitary sewer laterals in the Honey Creek Watershed to reduce bacteria discharges into the Honey Creek.

Whereas, The department augmented this appropriation with $387,500 of grants from the Milwaukee Metropolitan Sewerage District; and

Whereas, This capital program was intended to reduce peak stormwater flows into the sewer system and reduce the risk of sewer overflows; and

Whereas, These funds were intended for four projects: downspout disconnections, foundation footing drain disconnections, catch basin inlet restrictors, and roof restrictors; and
